The primary purpose of this position is: To serve as the installation Counter-Insider Threat (C-InT) Program Manager.
Duties
Duty 1: Serves as the Counter-Insider Threat program technical authority executing/enforcing all operational, functional, and mission assurance aspects of the program for the Wing.
Duty 2: Conducts C-InT Analysis Review and Recommendations.
Duty 3: Serves as the Wing Insider Threat Management and Analytic Center (DITMAC) Coordinator.
Duty 4: Serves as the Wing's C-InT Training and Awareness Coordinator.
Duty 5: Responsible for providing assistance to the Chief, Information Protection and Personnel Security specialist.

- This position is designated by the Air Force as a testing designated position under the civilian drug testing program. If requested, the incumbent must submit to urinalysis testing.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays
- Certified Counter-Insider Threat Professional - Fundamentals (CCITP-F) Certification or a Global Insider Threat Certification Program (GITCP) conferral is required within two (2) years of the established employee EOD
- Department of Defense Security Fundamentals Professional Certification (SFPC), and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of applicable National, DoD, and service directives, Executive Orders and other regulatory directives issued various federal agencies to develop, promote, administer, and manage all phases of the Wing's C-InT program. Knowledge is required to develop and coordinate Wing policy tailored to any wing situation in the absence of or conflicting national and service guidance and to interpret new policy issuances for application to the installation. Knowledge of new technologies, techniques, and approaches to emergent security issues to develop solutions in consonance and coordination with wing, NAF, MAJCOM and AF agencies.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of security disciplines, concepts, principles, practices, and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities.
2. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise are required. Extensive knowledge of state-of-the art security equipment, devices, practices, and procedures with all IP security disciplines for planning and implementing protective methods and security procedures are required.
3. Knowledge of operational characteristics across the multiple-disciplinary construct of Information Protection, in order to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the WG and serviced activities.
4. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security.
5. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
