OPEN TO THE PUBLIC The primary purpose of this position is: To serve as the Physical Security Program Manager, 55th Wing (55 WG) Special Security Office (SSO), with collateral support functions for Information and Personnel Security Program functions in support of the organization to include oversight at three 55 WG geographically separated units The organizational location of this position is: 55 WG, 55 ISS, Offutt AFB, NE

Duties

DUTY 1: Implements and administers the Physical Security Program for the 55 WG. DUTY 2: Implements and administers the Information Security Program for the 55 WG. Implements DoD, USAF, MAJCOM, DIA, and NSA policies; develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by organizational activities. DUTY 3: Implements and administers the Personnel Security Program for the 55 WG. Executes established procedures for processing requests for top secret security clearances for military and civilian personnel, to include access requirements to SCI. DUTY 4: Implements the SCI Security Awareness, Training, and Education Program for the 55 WG. Develops virtual training programs and materials to ensure all indoctrinated personnel can access and complete all annual SCI training requirements in accordance with (IAW) Executive Orders (Eos), DoD and AF Manuals to include local directives.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • DoD Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position
  • Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays
  • Work will require the employee to drive a motor vehicle. An appropriate valid driver’s license is required for the position
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Duties of position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having quality level experience which demonstrates has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices; with emphasis on physical security. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices; with emphasis on physical security. 2. Knowledge of the intelligence enterprise to support and promote information sharing and strategies. 3. Knowledge of and skill in required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal physical security programs. 4. Ability to communicate orally and in writing, clearly, concisely, and accurately. 5. Ability to establish effective professional working relationships with co-workers and customers, contributing to a cooperative working environment and successful accomplishment of the mission PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
