The purpose of this position is to assess, plan, implement, manage and evaluate comprehensive primary care, preventive and therapeutic care. The incumbent provides direct leadership and supervision of the Public Health Nursing (PHN) program for the Albuquerque Area Indian Health Service, Jicarilla Service Unit, Division of Clinical Services.
Serves as the technical expert in Public Health Nursing program.
Coordinates and plans health care services to provide continuity of care for the patient.
Participates in overall service unit health planning.
Reviews reports, collects and interprets data, and submits reports.
Collaborates with all available resources in order to assess public health needs.
Provides nursing care to individuals and families.
Evaluates the nursing care plan and revises accordingly to meet the changing needs of the patient.
Documents and maintains accurate records.
Participates in quality improvement evaluation and development of Public Health Nursing performance improvement activity.
Reviews and approves leave requests.

Qualifications

BASIC REQUIREMENT(S):
Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: experience providing professional advanced nursing services in either a clinical, home health, and/or school setting; and independently plan community health activities; and experience teaching and supervising patients and families in techniques of positive health.
SUPERVISORY ABILITIES:
This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position.
Public Health Service (PHS) Licensure Policy:
Each PHS Nurse must possess and maintain a valid, active, current licensure/registration as a professional nurse.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
