This position is located at the Jicarilla Service Unit in the Albuquerque Area Indian Health Service. The purpose of this position is to assess, plan, implement, manage and evaluate a comprehensive primary care, preventive and therapeutic. Public Health Nursing (PHN) program in an assigned service unit. Supervision includes: (3)Nurse-Community Health GS-0610-9/11, (l)Nutritionist GS-0630-11, (l)Nurse Specialist GS-0610-10, and (l)Medical Support Assistant GS-0679-05.
Duties
Coordinates and plans health care services to provide continuity of care for the patient across the life span i.e. geriatric, adult, adolescent, pediatric and infant patients, families and communities.
Participates in overall service unit health planning. Advises Chief Executive Officer (CEO), Administrative Officer (AO) and Clinical Director on all matters pertaining to Public Health Nursing.
Reviews statistical printouts, collects and interprets data regarding public health status to Service Unit (SU) and facility executives, staff and governing bodies. Initiates and conducts epidemiological surveys and filed investigations and uses other available health data resources to develop a community health profile, identify the community's health needs and develop a plan to meet those needs.
Directs the public health nursing program, health education, Nutrition, Employee Health activities including prevention of disease and promotion of healthy initiatives for individuals, families and community.
Utilizes the nursing process to provide nursing care to individuals and families throughout health/illness continuum in homes, clinic, etc.
Participates in quality improvement evaluation and development and maintains professional development.
Qualifications

BASIC REQUIREMENT(S):
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery: Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience providing professional advanced nursing services in either a clinic, home health, and/or school setting; and independently plan community health activities; and experience teaching and supervising patients and families in techniques of positive health.
Registration: Applicant must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
SELECTIVE FACTOR: In addition to the qualification requirements, to be rated basically qualified for the position, applicants must demonstrate possession of the following:
Verification of a current, valid, active unrestricted license in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is required when filling all positions for registered nurses at all levels.
Public Health Service (PHS) Licensure Policy: Each PHS Nurse must possess and maintain a valid, active, current licensure/registration as a professional nurse.
Supervisory Abilities: This is a supervisory position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
