The General Engineer/Physical Scientist for PFO will serve as a Safety Management Program Engineer/Physical Scientist. The incumbent will be responsible for representing PFO management on assigned Safety Management Program(s) (SMP) for matters involving technical training and performance assurance and will serve as the program manager for these assigned SMP areas.

Duties

This position is being advertised at both the EN-03 and the EN-04 with the following salaries in Oak Ridge, TN: The EN-03 pay band ranges from $86,962 to $138,492. The EN-04 pay band ranges from $122,198 to $195,482. As a General Engineer/Physical Scientist you will: Serve as a program analyst responsible for designing, leading, and performing management studies and providing advice to PFO senior managers concerning the development of new and revised performance measurement systems and related directives to meet changes in legislation, Congressional reporting requirements, Executive Orders, OMB guidance, and other regulations and policies, and to enhance performance evaluation. Lead, coordinate, and analyze oversight implementation, measurement, and self- assessments. Utilize knowledge of PFO program goals, objectives, requirements, and capabilities sufficient to plan, manage, evaluate, and improve organizational systems, processes, and procedures to achieve management and program objectives. Utilize knowledges of NNSA/DOE policies and orders, regulations, and standards in the assigned areas to represent PFO on intra- and interdepartmental committees/working groups for justifying, defending, negotiating, or resolving issues. As PFO's Performance Assurance and Training Manager, manages performance plans and appraisals. Coordinates and conducts oversight of the M&O contractor assurance program and performs assessments. Lead annual development of the Site Integrated Assessment Plan (SIAP) and lead periodic assessment monitoring and self-assessment activities. Lead PFO efforts with the Information Tracking System, ensuring planned SIAP assessments are entered, monitored, and results provided to PFO Executive Leadership Team. Ensure contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations. Conduct walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of noncompliance with standards and guidelines, and potential problem areas. Assure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations.

SPECIALIZED EXPERIENCE REQUIREMENTS for EN-3 In addition to meeting the basic requirements, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NN-02, GS-11. Specialized experience for this position will include the following, you must meet at least 4 of the experience statements listed below to qualify: Serving on a team supporting Environment, Safety, Health or Quality functions; Performing technical evaluations at industrial, nuclear or non-nuclear facilities; Performing a variety of analytical studies and projects related to program improvement, productivity improvement, and/or long-range planning of program operations; Leading/performing periodic assessment monitoring and self-assessment activities; Working with, leading, or coordinating a performance assurance program; Providing program support and guidance to senior officials concerning organizational activities and/or management processes; Applying pertinent laws, regulations, policies, and precedents affecting program operations. Examples of Qualified Experience that May Be Qualifying: Experience in Technical Training program management and qualification requirements in order to oversee, organize, manage and/or administer employee training. Experience in improving the efficiencies and effectiveness of a program to include: program goals, objectives, requirements, and capabilities, sufficient to plan, manage, evaluate, and improve organizational systems, processes, and procedures to achieve management and program objectives. 801 Engineering Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. 1301 Physical Science Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
