About the Position: The US Army MICC, Installation Readiness Center (IRC) is the strategic contract execution location for new and follow-on contract awards for Food Service and Installation Operations and Support requirements that support mission partners' readiness priorities in a standardized, cost efficient and responsive manner.

Duties

Serves as a warranted Contracting Officer (KO). As a Contracting Officer (KO), the incumbent will be authorized a limited warrant in support of contract requirements, high-dollar, and mission essential acquisitions. Prepares award documentation, including delineation of responsibilities of contractor. Determines options, milestones, and sources to be solicited. Negotiates prices, terms, and conditions. Performs cost and price analyses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.

(Note: You must upload a copy of your transcripts.) - OR - Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1.) Conducting all pre-award functions (e.g., formal source selection) for complex services, such as: analyzing procurement requests to determine requirements; 2.) Developing procurement/contractual documents inclusive of determining standard and non-standard terms and conditions; 3.) Conducting pre-bid/proposal conferences and negotiations; AND 4.) Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, adequacy of competition and contractor responsibility. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Basic Qualification Requirements for Contracting Officer Positions: 1) have at least two years of experience in contracting positions; and 2) have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementContracting/ProcurementPreparation and NegotiationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
