Duties
As a ACCOUNTANT (STAFF) at the GS-0510-13 some of your typical work assignments may include:
Serve as developmental Financial Analyst providing advice & guidance covering a wide variety of financial policies and requirements.
Respond to inquiries on governmental financial management procedures, policies and directives, as assigned. Ensures the Finance and Accounting policies and procedures are complied with, and identifies problem areas or potential problem areas, and recommends actions to resolve issues.
Conduct research and analysis of funding and accounting problems encountered when performing daily business and develops recommendations.
Assist in developing and implementing procedures for analyzing and reconciling accounting data developed by other accounting/entitlement offices for DTRA and assist in ensuring that data is accurately recorded in DAI.
Conduct reviews and analysis of final payments for closed contracts, unmatched and problem disbursements, collections, in-transit transactions, cross disbursements, negative unliquidated obligations, and other areas of special interest, as assigned.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Expert experience with accounting practices sufficient to make decisions or recommendations significantly changing, interpreting, or developing important accounting policies or programs, and to solve a variety of accounting problems.
Ability to perform and document testing of internal controls over financial reporting and financial systems. Experience implementing corrective actions for deficiencies identified during internal controls testing or by the financial statement auditors.
Expert experience in applying financial and accounting principles including the latest procedures and techniques in order to formulate or modify practices related to accounting programs, systems, function and policies.
Experience performing financial reconciliations and analysis of financial statements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series..
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
