Duties

As the Accounting Officer, you will serve as the DCAA's chief accounting and internal management control advisor. You'll be responsible for the design, development and management of DCAA accounting policies, programs and systems. Implements the DCAA accounting program through issuance of agency directives and memoranda; Revises the Agency's accounting program as necessary to meet DoD reporting requirements and standards. Analyzes audited financial statements, footnotes and management discussions, focusing on significant fluctuations in agency financial data. Coordinates the preparation, compliance, and audit of Agency Chief Financial Officer's Act Financial Statements; Oversees Managers' Internal Control Program (MICP) and Federal Managers' Financial Integrity Act (FMFIA) matters. Maintains relationships with key accounting and management personnel in DoD, DFAS, and other non-Defense agencies to enhance the effectiveness of the Agency's accounting program. Assess changes in legislation, Financial Management Regulations DoD directives and the Defense Finance and Accounting System (DFAS); Ensures compliance through effective procedures and controls for obligations and expenses. Provide accounting advice and assess program effectiveness to DCAA Headquarters and regional office. Ensures the integrity of DCAA accounting records and reports, integrating servicing accounting systems and related feeder systems. Directs the day­ to-day operations of the Headquarters staff and supervises Agency regional office accounting operations.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Basic Requirement: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes: 1) planning, developing and managing accounting programs, systems, policies and procedures; 2) preparing and reconciling Chief Financial Officer's Act financial statements and other accounting and budgetary-related reports; and 3) evaluating efficiency and effectiveness of financial management systems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
