The position serves as as the Deputy Executive Director to establishes a VHA corporate communications plan that addresses both the "Relations Program (including the relationship of VHA to patients, employees, stakeholders (congress/government, VSOs community, etc.) and VHA's Corporate Identity, including image and visibility.
Duties
The Deputy Executive Director for Communications manages assigned staff, develops priorities, and assigns projects; assures that appropriate services are provided, and goals are defined and achieved; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, workload and technical issues; develops additional hiring/staffing recommendations; manages internal/external stakeholder relationships.
The Deputy Executive Director for Communications (DEDC) serves as an alter ego to the Executive Director for Communications (EDC), fully sharing with the EDC the direction of all phases of the organization's program and work. The Deputy's opinion or
direction is treated as if given by the EDC. Deputy EDC, Office of Communication has second level supervisory responsibility for planning, managing, and evaluating a broad array of services that provide direct support to the Office of the Under Secretary for
Health and direction and support to VHA Headquarters programs and field operation. The responsibilities include, but are not limited to sharing with the Executive Director in the development of VHA strategic communications and marketing plans; disseminates
key messages and official positions on public issues; promotes VHA mission, vision and activities.
Work Schedule: Monday-Friday, 08:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees the national agency plan to convey complex information on medical care program activities, research achievements, and other agency programs; Coordinating with Key agency officials to identify major achievements, determining the target audience to reach message; Developing the most effective means of communicating the information; Tailoring the content specifically for the groups targeted; Reviewing for communications purposes an established an ongoing program in a healthcare setting; and Overseeing policy development and governance activities relating to the communications that support and facilitate the ability to establish eligibility for VA sponsored health care benefits.
Preferred Experience:
Performing expert level operational Executive Communications.
Making decisions regarding strategic engagement and serving as a strategic advisor to senior leaders.
Overseeing the integration of strategic communications and media, public affairs outreach efforts across the organization.
Designing and delivering media and publicity strategies specific to agency programs and initiatives, ensuring optimal reach and impact.
Supervising and leading members of the communications team, including outside consultants/contractors, internal program office partners, and internal broadcast production.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
