Duties

This position starts at a salary of $60,151.00 (GS-09, Step 1) to $94,608.00 (GS-11, Step 10) with promotion potential to $113,395 (GS-12 Step 10). This position allows you to use your knowledge and experience to plan and carry out a wide variety of administrative, management, and program planning activities. Typical duties and responsibilities include: Providing support with performance appraisals and awards programs on employee eligibility for various awards; Preparing reports with data from internal data sources as well as CBP automated systems for regular and one-time informational needs by senior managers; Assisting in development and coordination of hiring plans by obtaining input from program officials; Participating in studies and makes recommendations related to workforce management activities.

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting higher-graded specialists and supervisors with managing base pay, premium pay, overtime, and leave entitlements and administration; Developing recruitment plans and the position management process to work on new vacancies using internal HR systems and other workforce management projects; Performing research and preparing briefing materials for the supervisor and other senior management officials; Assisting managers in collecting information needed by Human Resources (HR) Specialists to develop new and update existing position descriptions Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing research and preparing briefing materials for the supervisor or other senior management officials; Submitting and monitoring personnel-related actions for promotions, reassignments, transfers, retirements, awards, timecards, and leave; Assisting in the development and delivery of briefings, project papers, status and staff reports, and correspondence to managers; Applying laws, regulations, and policies of Federal Employee Group Life Insurance, Federal Employee Health Benefits, BENEFEDS, Federal Long-Term Care, Flexible Spending Accounts, and Thrift Savings Plans sufficient to provide guidance to employees on basic coverage options. Education Substitution: GS-09: A Master's degree, two full years of graduate education, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree from an accredited college or university may substitute for experience required at this level. (A course of study in business, international business, or a related field is qualifying.) Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/09/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
