This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The primary purpose of this position is: to serve as the expert for Medical Service Risk Management (RM) programs and policies within the Medical Group (MDG) as directed by Defense Health Agency (DHA), and the Surgeon General regulations.
Duties
Serves as the medical facility expert for management of Potentially Compensable Event, AD Disabilities, AD Deaths, and medical malpractice claims.
Identifies cases requiring external Standard of Care reviews, sends to appropriate peer reviewer, tracks and processes for inclusion into case file.
Secures the appropriate Standard of Care (SOC) reviews and Quality Systems Reviews (QSR) to process the cases.
Analyzes medical malpractice cases and claims to identify system and human factors that contributed to poor clinical outcomes to produce lessons learned and opportunities for improvement.
Develops systems and processes in compliance with accreditation standards for risk management, patient safety, patient rights and responsibilities, and organizational ethics.
Analyzes risk incidents for objective and factual information; identifies trends and discrepancies and coordinates with the quality team to ensure corrective actions are implemented.
Serves as a consultant and advisor to the Military Treatment Facility Executive Committee and other appropriate committees on health care aspects of the Resource Management program.
Develops and maintains a tracking system for privileging actions that involve abeyance, suspension, or restrictions/reductions to defined clinical privileges.
Coordinates all adverse actions, investigations, and peer review processes among Medical Treatment Facility leadership, Credentials Management, and Air Force Medical Operations Agency.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a position of trust in that confidential and sensitive information must be protected at all times.
- The incumbent of this position is subject to working emergency overtime.
- One- year probationary period may be required.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. A candidate selected to this position will be required to sign a statement consenting to annual seasonal influenza vaccination.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- Work may require occasional travel TDY for training, education, or seminar attendance.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes ensuring compliance with safety and healthcare regulations, analyzing medical events for quality care improvements, assisting with evaluations and safety studies, coordinating educational programs for training on risk management, and organizing administrative files to accurately track healthcare providers' privileges. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
