This position is located in the Department of Homeland Security Headquarters (DHS/HQ); Office of Health Security (OHS). The OHS is the principal medical, workforce health and safety, and public health authority for DHS. The primary purpose of this position is to serve as a counselor to OHS senior leadership on strategic efforts that increase the resilience and integration of complex public health and medical programs, policies and activities.

Duties

As a Counselor For Health Security, GS-0601-15, your typical work assignments may include: Serves as the principal counselor to the Chief Medical Officer, Deputy Chief Medical Officer and Chief of Staff, and conducts high-level liaison and coordination activities with OHS Directorates and Units, other DHS Components and Offices, and the federal interagency. Leads the coordination of strategic efforts related to health security, including the health impacts of weapons of mass destruction (WMD), total workforce protection, healthcare systems integration and delivery, health information systems, and food, agriculture, and veterinary defense. Participates in strategic planning and partnering across DHS components and the interagency to help shape goals, set requirements, and advance the understanding and the activities of numerous professionals in other Government agencies, foreign-allied government/defense research establishments, academic institutions, and private industry. Conducts briefings at the SES, Congressional, and Federal Government Executive level, and develops complex reports and documents for department level planning, information, and decision-making purposes. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Education: Bachelors or Graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accredited body recognized by the US Department of Education at the time the degree was obtained. NOTE: You must submit a copy of your transcripts for review as part of your application otherwise, you will receive an ineligible rating. SPECIALIZED EXPERIENCE You may qualify at the GS-15 grade level if you possess at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-14) or public/private sector equivalent experience. For this position, specialized experience is defined as: Experience in applying, concepts, principles, and methodologies to increase the resilience and integration of complex public health and medical systems, including developing new theories, programs, and policies to enhance health security, homeland security, and national security. Experience in applying, concepts, principles, and methodologies pertaining to national level health security policies sufficient to serve as a recognized expert and consultant on a broad program or subject matter program that impacts the well-being of the healthcare workforce and the public. Experience in the development and coordination of strategic integration efforts, including ability to represent the Office of Health Security in partnerships across DHS, the federal interagency, and nongovernmental organizations. Experience interpreting executive orders, memoranda, frameworks, protocols, and processes that are focused on the development and implementation of federal policies that enhance the delivery of safe, humane and effective healthcare services and operations. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
