This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as an Innovation Facilitator/Planner providing advice and recommendations on measures to address future challenges through people and culture, technology and capabilities, and practices and operations.
Duties
As a INNOVATION PLANNER AND FACILITATOR at the GS-0301-7/9/11/12/13 some of your typical work assignments may include:
Serves as Innovation Facilitator/Planner providing advice and recommendations on measures to address future challenges through people and culture, technology and capabilities, and practices and operations.
Plans, conducts, and facilitates off sites and workshops across DSCA to rapidly identify new and creative solutions and establish sustainable foundations for embedding solutions into the DSCA mission.
Justifies and negotiates current and future requirements for fiscal resources, facilities and personnel required to conduct innovation objectives.
Conducts trends analysis of historical data to provide final recommendations. - Initiates development modifications to support changes in technology and ensures state-of-the-art equipment in support of training needs.
Conducts audits, reviews, certifications, evaluations, or investigations of highly unstructured problems involving controversial and complex administrative or programmatic conflicts, disputes, disparities, and compliance issues in the management or execution of the DSCA Innovation Program.
Coordinates innovation planning activities within DSCA and externally: for example the National Security Innovation Network, OUSD(R&E)/Chief Technology Officer, OUSD(Policy), the Services, FFRDCs, private sector institutions and other DoD Innovation Ecosystem stakeholders.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Analyzing information/data and assessing the progress of an innovation planning program, projects, and processes;
Managing policy and program issuances; and
Justifying and negotiating current and future requirements for fiscal resources, facilities and personnel required.
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Analyzing and evaluating techniques to resolve issues and/or problems of a procedural nature for an innovation planning program and recommending solutions to problems.
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Researching, analyzing, planning, and facilitating activities in support of workplace climate improvement, organizational development and innovation in general; and
Enabling the development of organizational strategy, plans and policies; OR
B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR
C. Possess a combination of the experience as described in A (but less than a year) AND the education described in B (but less than the requirement). This may be computed by first determining the total qualifying experience possessed as a percentage of the experience required for the grade level; then determining the education possessed as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
You may qualify at the GS-09, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
Applying Human Centered Design or design thinking techniques and processes;
SharePoint / website development and management;
Assisting with the development and execution of workplace offsite and workshops or related events, including audio-visual, information technology or other multi-media communication systems in hybrid and in -person formats; OR
B. Have a masters or equivalent degree or 2 full years of progressively higher graduate education leading to such a degree, or LLB or JD from an accredited college or university; OR
C. Possess a combination of the experience as described in A (but less than a year) AND the education described in B (but less than the requirement). This may be computed by first determining the total qualifying experience possessed as a percentage of the experience required for the grade level; then determining the education possessed as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
You may qualify at the GS-07, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
Providing administrative support for the planning, conducting or execution of workplace events, including audio-visual, information technology or other multi-media communication systems support; facilities management; and customer relations; OR
B. Possess a bachelor's degree AND meet Superior Academic Achievement (SAA) which is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). C. Possess at least one full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Note: You must attach a copy of your official transcripts.); OR
D. Possess a combination of the experience as described in A (but less than a year) AND the education described in B or C (but less than the requirement). This may be computed by first determining the total qualifying experience possessed as a percentage of the experience required for the grade level; then determining the education possessed as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience at the GS-12/13 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
