This position is located in Field Operations Directorate, Office of Field Operations, Investor Program Office (IPO).
As an Adjudication Officer, you will safeguard the integrity of the EB-5 Immigrant Investor Program by detecting, analyzing, and evaluating fraud, national security, and public safety threats. Provide oversight, liaison, and evaluation activities with law enforcement and adjudications elements.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Conduct background security checks, screening for fraud, public safety, and national security threats while identifying admissibility and removability indicators.
Review and interpret new and established directives, instructions, regulations, etc. and delegations of authority for potential impact on program objectives, operation policies, work operations, and process.
Liaise with law enforcement officials, adjudications, Fraud Detection and National Security (FDNS), USCIS officials, and other government agencies for deconfliction.
Conduct legal research and prepare memoranda, position papers, legal decisions, notices to appear in removal proceedings, and responses for litigation.
Collect, analyze, and evaluate information from DHS internal systems and make determinations related to national security and egregious public safety issues.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/10/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/10/2024.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Research, interpret and apply existing agency guidelines to applications and petitions for background check product lines that
have high visibility or are of great important to the agency;
Providing guidance on immigration law, regulations, policies, and procedures to varied audiences, particularly as it relates to
background checks;
Developing and maintaining standard operating procedures related to background check policies and procedures;
Communicating effectively with customers, leadership, and agency working groups to advise on background check policies and
procedures, responding to customer service inquiries, and completing team projects.
OR
You may substitute successful completion of a doctoral degree (Ph.D. or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Planning, organizing, and directing team efforts across organizational lines, including monitoring progress to ensure
agency mission requirements are accomplished in a timely manner;
Reviewing and analyzing proposed legislation as to its effect on national security and public safety and
recommending changes where appropriate;
Providing advice, guidance and advocacy on policy matters relating to national security, fraud and public safely, and
impact on adjudications;
Liaising with executive leadership, internal and external agency program staff, law enforcement and legal counsel to
furnish information, guidance, and assistance regarding policies, regulations, and statutes relating to background
checks.
