Thank you for your interest in the Program Support Assistant position located at the Veterans Affairs St. Louis Health Care System (VASTLHCS). The Program Support Assistant services the Facilities Engineering Service (FES). The duty station is located at the Jefferson Barracks Division; however, this may be changed based on the needs of the medical center. The incumbent provides clerical support to the General Foreman, Maintenance & Operations and Shop Foremen of Facilities Engineering.

Major duties include, but are not limited to: Serves as the primary timekeeper, which includes posting time and attendance records daily for Facilities Engineering Service Staff on varying shifts and at different divisions as well as purchasing materials for the Maintenance & Operations (M&O) Shops. Maintains time and attendance for established tour of duties to include core business hour, evenings, and/or weekends. Advises supervisors of timecard discrepancies, points out appropriate procedures, and advises on minor changes or corrects actions. The incumbent is responsible for procuring, within delegated authority, and/or preparing requests for purchases in support of the M&O Sections for the John Cochran and Jefferson Barracks Divisions. Incumbent to assist the Shop Foremen in writing solicitations to obtain the lowest possible price for purchasing. The incumbent complies with all Logistics requirements for inputting and updating vendor information into VISTA. The incumbent uses and is a functioning expert for the Government Purchase Card Program in support of Maintenance and Operations at VASTLHCS. Makes individual purchases not exceeding $2,500 unless specifically authorized to so by the Contracting Activity. Reconciles purchase card charges within the established time limits. Receives written and telephonic communication regarding medical center operational issues that must be addressed by the Maintenance and Operations facet of Facilities Engineering. Prepares and composes correspondence prepared for the purpose of obtaining or supplying information. Determines file retention and disposal including determining applicable authorities, screening, and preparation of files for retention and disposal. Work Schedule: Full Time, Permanent. The work may require some physical efforts, such as standing, walking, bending, or sitting, but there are no special physical demands.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For a GS-6 position you must have served 52 weeks at the GS-5. Examples of specialized experience would typically include, but are not limited to: Establish and maintain files and related reports pertaining to budgets and service contracts.; Provide general clerical public contact support services.; Experience screening and personally answer calls when requested information concerns routine and procedural requirements.; Experience obtaining and monitoring the use of services, supplies or equipment to include the ordering of supplies of all sections. Education: Generally, Not Applicable at GS-6 or above for Clerical and Administrative Support Positions (GS-0303) You will be rated on the following Competencies for this position: ClericalCustomer Service (Clerical/Technical)Oral CommunicationTechnical CompetenceTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education

As a general rule, education is not creditable above GS-5 for most positions covered by the Clerical and Administrative Support Positions (GS-0303) standard; however, graduate education may be credited towards experience in those few instances where the graduate education is directly related to the work of the position.
