This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
In this role, you will:
Plan, direct, coordinate and supervise the integration of all phases of review of applicant environmental permitting and compliance plans according to the requirements of applicable federal and state environmental statutes and regulations
Provide direction and supervision in the evaluation of a wide range of environmental protection issues or concerns, including clean energy and environmental justice, and preparation of assessments, reports, and studies
Engage with federal, state and local agencies, including the Federal Permitting Improvement Steering Council
Participate in the development of CPO policies and procedures
Respond to comments received from the public and from other Federal, State, and local agencies regarding environmental issues
Manage and coordinate environmental consultants, including providing guidance and training to junior staff members of the Unit
Analyze environmental impacts related to construction or manufacturing, including working collaboratively as part of a team
Develop written and oral communications
Requirements

Qualifications
Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST) in the federal service. Specialized experience is defined as:
Experience with the National Environmental Policy Act, Endangered Specific Act, Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Endangered Species Act or other federal environmental statutes and regulations;
Experience with obtaining federal or state environmental permits, including under the Clean Air Act and Clean Water Act; and
Experience in ecology, wetland protection, environmental toxicology, air pollution, water pollution, waste management, environmental justice or climate change.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
