This position is within the Federal Labor Relations Authority (FLRA), Office of the Executive Director (OEXD), Human Resources Division (HRD). The HRD provides a full range of human resources management services, including recruitment and staffing, employee relations, position classification and compensation, performance management, human resources information systems, workplace and work-life programs, benefits, and pay administration.
Duties
Serves as a Human Resources Specialist (Generalist) in several of the following specialty areas: Classification and Position Management; Staffing, Recruitment, and Placement; Workers Compensation; Benefits; Employee Relations; Time and Attendance; Awards; and Performance Management. The HR Specialist (Generalist) applies a wide range of HR concepts, principles, laws, regulations, and practices, including Office of Personnel Management (OPM) requirements. Requirements
- You must be suitable for Federal employment. All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. This is separate from your experience and is mandated by statutory and regulatory requirements.
For a GS-09 position, you must have served 52 weeks at the GS-07 grade level.
The grade may have been in any occupation, but it must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials (if applicable). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year of time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In accordance with the Office of Personnel Management (OPM) Qualification Standard for Administrative and Management positions, you must qualify based on your experience as described below:
Experience and/or Education Requirements:
Simply meeting the time-in-grade requirements does not automatically make you qualified for the position. You must have detailed experience performing the duties listed on your resume in an HR-related position.
Specialized Experience:
In addition to meeting the basic requirements for the series, applicants must also possess the specialized experience required for specific grade levels.
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience at this level would typically include, but are not limited to: applying a wide range of methods, principles, and practices commonly used in the staffing, recruitment, and placement process; evaluating applications and resumes; advising management on various types of appointments; understanding the procedural and regulatory requirements governing the merit promotion process; preparing vacancy announcements; and using a variety of standardized recruitment strategies to aid in strategic recruitment planning.

Education: Applicants may substitute a Master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, if related. (Transcript Required)
