This position is in the Federal Labor Relations Authority (FLRA), Office of the Executive Director (OEXD), Human Resources Division (HRD). HRD provides the full range of human resources management services to include, recruitment & staffing, employee relations, position classification and compensation, performance management, human resources information systems, workplace & work life programs, benefits and pay administration. The incumbent of this position serves as HR Specialist (Generalist).

Duties

Serves as a Human Resources Specialist (Generalist) and subject matter expert in three of the following specialty areas: Classification and Position Management; Staffing, Recruitment and Placement; Workers Compensation; Benefits; Employee Relations, Time and Attendance, Awards, and Performance Management. The Human Resources Specialist applies a wide range of HR concepts, principles, laws, regulations, and practices, Office of Personnel Management (OPM) requirements. Major duties and responsibilities include, but are not limited to: Staffing and Classification: Evaluates applications and resumes using qualification standards, verifies eligibility, to include OPM and rates and ranks applicants; processes a variety of requests for personnel action to fill a variety of positions; provides technical advice and assistance to the HR staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities. Provides clerical support in the preparation of Notification of Personnel Actions such as appointments, promotions, reassignments, separations, pay and benefit changes, etc. Is responsible for ensuring that all personnel data on Standard Form (SF) 52's is complete, correct and in compliance with regulatory and procedural requirements prior to entering into personnel data subsystem. Ensures that the data system generates timely notices to supervisors for within grade certifications and maintains a tracking system to ensure timely submissions of forms. Assigns legal authorities and nature of action codes (NOAs) by following the Guide to Personnel Processing Actions (GPPA) and inputs agency-wide requests for personnel actions (RPAs) into the automated personnel system. Time and Attendance (T&A): Manages and implements the Agency's automated personnel and payroll system to include the personnel and time and attendance programs. Performs data queries and prepares reports. Trains Timekeepers in automated T&A reporting systems. Administers the Agency's payroll program. As payroll liaison, serves as agency focal point and expert for workforce questions on payroll matters. Administers the Federal Employee Health Benefits and Thrift Savings Programs (TSP). Announces open seasons, provides appropriate forms to employees, helps employees complete forms to achieve desired results, and works submits to IBC via the Federal Personnel and Payroll System. Ensures complete, accurate, and timely documentation and filing. Reviews employee Official Personnel Folder (eOPF) with employees and other users as needed. Retires appropriate records to the Records Center within 90 days unless unusual circumstances require exceptions Awards: Review, process and submit Performance Awards, Time Off Awards, Quality Step Increase, and Cash Awards to include creating Length of Service certificates, Retirement Certificates, and other functions related to the Agency Awards Program.. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. (This is separate from your experience and is mandated by statutory and regulatory requirements.) - For a GS-11 position you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In accordance with the OPM Qualification Standard for Administrative and Management positions, you must qualify based on your experience as described below: You must also qualify based on your experience and/or education as described below. Simply meeting the time-in-grade requirements does not automatically make you qualified for the positions, you must have detailed experience performing the duties listed on your resume in an Human Resources related position. Specialized Experience: In addition to meeting the basic requirements for the series, applicants must also possess the specialized experience required for specific grade levels. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience at this level would typically include, but are not limited to: applying a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; evaluating applications and resumes; advising management on various types of appointments, the procedural and regulatory requirements governing the merit promotion process; preparing vacancy announcements; and using a variety of standardized recruitment strategies to aid in strategic recruitment planning. OR, Education: Applicants may substitute a Master's or equivalent graduate degree, two full years of progressively higher-level graduate education leading to such a degree, if related. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. (TRANSCRIPT REQUIRED)
