Fort Irwin Nonappropriated Fund (NAF) Human Resouces Office is looking for a motivated individual to join their team as a Lead Human Resources Specialist, NF-201-04.
Telework or non-local remote work outside of the local commuting area will be considered based on the organization's policy on Remote Work.
Duties
Leads a multi-functional team of Human Resources Specialists and Assistants who represent all functional areas of human resources administration.
Applies a broad, multifunctional knowledge of human resources management and administration laws, regulations, policies, programs, technologies, and practices.
Leads a team in identifying, distributing and balancing workload and tasks.
Provides advice and assistance to management staff on issues/problems with impact on personnel management programs.
Audit programs for accuracy and effectiveness; prepares and recommends strategies for improvement in the HR operations.

- This is a CHRA NAF Career Path II position. Incumbent must complete the requirements for CHRA NAF Career Path II within twenty-four (24) months of placement into the position
Qualifications
1. Possess eighteen (18) months of work experience in a human resources office which demonstrates knowledge to apply Nonappropriated Fund Recruitment & Placement concepts, principles, laws, regulations and practices.
2. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated recruitment and staffing problems and issues.
3. Possess work experience creating and posting vacancy announcements as well as rating applicants for qualifications and eligibility utilizing an automated recruitment and staffing system (i.e. USA Staffing, Avue, Resumix, PeopleSoft, etc.).
4. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems.
Highly Preferred:
1. Applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office in a recruitment and placement capacity.
2. Oversight of a team of HR professionals in the delivery and execution of day-to-day operations, setting workload priorities and implementing human resources policies and procedures.
3. Successfully completed training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management.
