Position is located in Warren, Michigan, which is a core city of Metro Detroit.
Duties
Candidate will serve as the Software Project Technical Lead to direct and manage all technical and programmatic aspects of the project throughout the entire software development life-cycle.
Lead a team working on a significant software project. Provide both technical and team leadership and mentoring.
Develop, review and maintain software development plans
Analyze and understand system requirements.
Coordinate with stakeholders to ensure requirements are sufficient for development tasks to proceed.
Responsible for delivering projects on budget, on time, to requirements, and with high quality.
Identify, analyze and track technical risks within the project scope and develop the necessary mitigation plans.
Manage scope changes and the assess impact to the overall plan.
Lead code and design reviews

- Must obtain and maintain a Secret Security Clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Foundational Level 1 certification within 36 months as of entrance on duty.

Basic Requirement for Computer Scientist (1550 series):Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the DB-03/GS-12/13 equivalent grade level: Your resume must clearly describe at least one year of specialized experience equivalent to the DB-02, higher-end of the Pay Band equivalent to GS-11 level in the Federal service which includes; Experience in software and software systems for use within military ground vehicles, and/or system design; Experience in resolving system and technical problems involving various components of tracked, wheeled and/or support vehicles; Experience providing analysis and advises on software development, software architecture, and/or computer science.
This position is part of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC), Science and Technology Reinvention Laboratory Personnel Management Demonstration Project. CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DB-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels.
