About the Position: Serves as a Workforce Management Specialist for the Presidio of Monterey.
Duties
Provide in-depth advice and assistance to management concerning recruitment strategies for all positions at USAG POM.
Plan, implement, evaluate, and administer a strategic workforce management and training program that is responsive to immediate and long-range needs and objectives of the Command.
Evaluate position management in Garrison Directorates and provide assistance to leadership, managers and supervisors on ways to improve structure, work distribution, and the use of employee skills
Provide assistance to the Program Analyst.
Review and analyze training to determine the effectiveness of the program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a SECRET Security Clearance.
- A one-year probationary period is required.

In order to qualify, you must meet the education and/or experience requirements described below. GS-09 grade level:
Specialized Experience: One year of specialized experience performing procedures for personnel management; conducting a variety of one time and recurring projects; and participating in recruitment activities for an organization.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, business administration, public administration, organizational behavior, human resources management, industrial management, or a related discipline appropriate to the position. (Note: You must submit a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 grade level: One year of specialized experience advising management on organizational resources, policies, and procedures; initiating, monitoring, and tracking personnel actions and analyzing data to assist in projects and studies.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, public administration, organizational behavior, human resources management, industrial management, or a related discipline appropriate to the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
