The duty station for this position will be a home-based worksite or other non-HUD owned space anywhere within the 50 mile commuting area of HUD's Washington, DC office.

Duties
As a Senior Transaction Management Specialist, you will:
Be responsible for assisting the Director of Transactions Management concerning the complete range of responsibilities for the Multi-class Securities program, which includes, but is not limited to, monthly new issue and reporting cycles of the Real Estate Mortgage Investment Conduit (REMIC), the Platinum Securities program and other securities programs as developed and implemented by Ginnie Mae.
Be responsible for exercising subject matter review and approval of submitted multiclass securities structures, validating eligibility of the security collateral and counterparty participants, and administering the monthly securitization process cycle from application to successful transaction settlement.
Make authoritative decisions with respect to the accommodation of the association's policies and practices with industry practices, customs, laws, and regulations in the areas of mortgage finance and servicing.
Work closely with sponsors, trustees, financial, and legal advisors in the area of securities and capital markets.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
Specialized experience for the GS-15 is one year of experience at the GS-14 level, or equivalent, which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Working with single and multiclass mortgage-backed securities and capital markets; AND
- Structuring or modeling REMICs or CMOs; AND
- Initiating and maintaining relationships with internal and external stakeholders of mortgage-backed securities programs; AND
- Providing technical direction during the new issue securitization process for mortgage-backed securities transactions; AND
- Participating in new product development and implementation.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
