The Hospital Housekeeping Officer is the Chief, Environmental Management Service (EMS) at the G.V. (Sonny) Montgomery VA Health Care System (GVSMHCS). The Chief, EMS is responsible for the activation, planning, organization, staffing, directing, evaluation and coordination of the operation and evaluation of the hospital's environmental management functions in accordance with VA Manual M-1, Part VII, local policies, and policy issuances of the Veterans Administration.
Duties
Duties and responsibilities include, but are not limited to:
Plan, organize, budget, staff and manage a diversified program designed to provide a clean and attractive environment appropriate to the medical, surgical, and mental health setting.
Participate in the planning of space utilization, non-medical equipment selection, medical, non-medical and mechanical equipment layout and funding.
Serve as a key member of the Medical Center Director's top advisory board.
Develop and provide the Medical Center Management and clinical staff information on the methods, techniques, and procedures necessary to integrate the Environmental Department Program into the mission of the Medical Center.
Ensure that Medical Center is in compliance with all Federal, State and Local laws and regulations pertaining to service activities, particularly in the areas of pest control, waste management and infection control.
Responsible for approximately 115 professional and semiprofessional staff members who provide administrative, sanitation, laundry processing, linen distribution, uniform issuance, storage of patient belongings, pest control and waste management services to the entire hospital staff, veterans, family members, vendors and visitors to the VA Medical Center and affiliated outpatient clinics.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm (subject to change based on the needs of the facility)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.
Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. OR,
Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR
Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled:
Experience with advanced sanitation programs and a working knowledge of hospital sanitation programs within the facility in the areas of, environmental sanitation, laundry/linen operations, and interior/exterior infrastructure cleanliness, and regulated and non-regulated medical waste disposal.
Assembles, researches, and compiles information and data, evaluate the results against appropriate standards, and recommend corrective action where indicated.
Experience planning work to be accomplished by subordinates, establishes and adjusts short-term priorities, and prepares schedules for work completion.
Experience assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the work capabilities of employees.
Develops performance standards and evaluate the work performance of subordinates.
In addition to the Individual Occupational Requirement, you may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with advanced hospital sanitation programs in areas such as environmental sanitation, laundry/linen operations, interior/exterior infrastructure cleanliness and regulated/non-regulated medical waste disposal; planning work to be accomplished by subordinates, establishing and adjusting short-priorities and preparing schedules for work completion; developing performance standards and evaluating the work performance of subordinates; and researching, assembling and compiling information and data, evaluating the results against appropriate standards and recommending corrective action.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary although there may be some nominal walking or standing for short periods or carrying light loads of papers, books, or reports that do not require special physical demands. The work is usually performed in an office setting. However, incumbent may be exposed to other environmental settings while performing inspections, attending meetings.
