The Hospital Housekeeping Officer is the Chief of Environmental Management Service and is a consultant and advisor on environmental matters to the Medical Center Director and senior leadership; is responsible for the activation, planning, organization, staffing, directing, controlling, evaluation, directing and coordination of the operation and of the evaluation of the hospital's environmental management functions in accordance with the scope, variety and quality.

Duties

Duties and responsibilities include and not limited to: Serves as the medical center's expert and is delegated the full authority to manage all matters related to environmental sanitation and safe environmental operations. Executes the planning, organizing, budgeting, staffing, and management of a diversified program designed to provide a clean and attractive environment appropriate to the medical, surgical, and mental health setting. Actively participates in space utilization, non-medical equipment selection, medical, non-medical and mechanical equipment layout, funding, etc. Responsible for management considerations involving administration practices, budgeting, utilization of manpower and other resources, and for improving the public image by involvement in community affairs. Manages, develops, evaluates and adjusts the organizational structure and management systems for the service. Responsible for medical center compliance with standards established by the Department of Veterans Affairs, the Veterans Health Administration, and VISN 16, particularly in the areas of pest control, waste management and infection control. Responsible for approximately 115 FTE professional and semiprofessional staff members who provide administrative, sanitation, laundry processing, linen distribution, uniform issuance, storage of patient belongings, pest control and waste management services to the entire hospital staff, veterans and family members vendors and visitors. Environmental Program which includes Environmental Sanitation Services, Pest Management, Waste Management, Textile Care, Linen Management, Light Maintenance and Equipment Repair, Contract Operations and Quality Assurance Program, Bed Management Service (BMS), Signage/Wayfinding and other special assignments. Is the medical center expert and top authority on environmental concerns, is inherently involved with the overall success of the medical center's mission. Work Schedule: Monday-Friday, 7:30 am - 4:00 pm OR 8:00 am - 4:30 pm, Subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. OR, Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience with advanced sanitation programs and a working knowledge of hospital sanitation programs within the facility in the areas of, environmental sanitation, laundry/linen operations, and interior/exterior infrastructure cleanliness, and regulated and non-regulated medical waste disposal. Assembles, researches, and compiles information and data, evaluate the results against appropriate standards, and recommend corrective action where indicated. Experience planning work to be accomplished by subordinates, establishes and adjusts short-term priorities, and prepares schedules for work completion. Experience assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the work capabilities of employees. Develops performance standards and evaluate the work performance of subordinates. In addition to the Individual Occupational Requirement, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with advanced hospital sanitation programs in areas such as environmental sanitation, laundry/linen operations, interior/exterior infrastructure cleanliness, regulated/non-regulated medical waste disposal, etc; experience providing oversight, leadership, or supervision to subordinates such as assigning work to be accomplished, establishing and adjusting short-term priorities, preparing schedules for work completion, evaluating employee work performance, and developing performance standards; and experience researching, assembling, and compiling information and data to recommend corrective action. NOTE: This experience must be supported by your resume to be creditable and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements: The work is sedentary although there may be some nominal walking or standing for short periods or carrying light loads of papers, books, or reports that do not require special physical demands. The work is usually performed in an office setting. However, incumbent may be exposed to other environmental settings while performing inspections, attending meetings.
