The primary purpose of this position is: To serve as the Resource Advisor for the squadron commander, responsible for developing, implementing, and budgeting the multi-million dollar budget and establishing internal accounting controls.
Duties
Serves as Squadron Resource Advisor.
Directly assists the commander/director in the management of all administrative support program functions. Administers programs and serves as the primary source of information.
Serves as the resident subject matter expert for all mandated administrative support programs.
Serves as the organizational point of contact and liaison with the personnel flight and assists in planning, administering, and monitoring manpower resource requirements.
Performs other clerical and administrative work in support of the office/organization.

- Work may occasionally require travel away from normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of organization, programs, missions, functions, and command structure; knowledge of administrative concepts, principles, and practices sufficient to foresee problems and independently perform studies designed to evaluate procedures/processes. Must be able to apply this knowledge in interpreting and applying regulatory and procedural requirements to complex administrative situations, in order to analyze, develop, and recommend ways to improve effectiveness and efficiency; knowledge of the regulations, policies, and precedents and skills in applying fact-finding and investigative techniques which affect programs and related support operations.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify as long as the computed percentage of the requirements is atleast 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of organizational structure, supporting elements, programs, missions, policies, and goals as it relates to the Admin/Support programs.
Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
Knowledge of governmental accounting, finance and budgetary policies, principles, concepts, guidance, procedures, techniques, and methodologies.
Knowledge of a wide range of the requirements and practices of generally associated with budgetary, supply, operations, and logistics processes.
Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.
Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. Ability to plan and organize management programs and functions of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
