The primary purpose of this position is to serve as a principle/senior unlimited warranted Contracting Officer for large, potentially classified, high priority contracting programs.
Duties
Performs complex, sensitive, high-level work characterized by a high degree of difficulty/responsibility and must facilitate, coordinate, and integrate work with other team members including customers and subordinates.
Works long-range plans and objectives that align with higher headquarters policies, local installation, and technical directorate needs.
Provides quality contracting services for customers, translating customer requirements, ideas and funding into appropriate business arrangements and interpreting contract law to establish effective contract strategies in support of the organization's vision, mission, goals and objectives.
Supports developing acquisition strategies, prepares documentation, plans and negotiates contracts.
Organizes and directs activities ensuring contracts comply with legal and regulatory requirements and meet customer needs.
Researches, interprets, analyzes and applies FAR, DFARS, DAF and organizational guidelines, policies and regulations, etc.
Directs, reviews, and provides oversight of contract awards associated with a wide range of complex contract types and acquisition methods and processes.
Supports organization self-assessment program.
Represents the organization with a variety of installation and functional area organizations.
Establishes, develops, and maintains effective working relationships with officials of other units or in advising higher level
management officials, explains organization policy and procedures, and resolves problems as they arise.
Participates in special projects and initiatives as well as performs special tasks.
Participates in fusions teams as required which allow flexible, agile constructs to facilitate innovation and eliminate barriers.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade DO-02, equivalent to the next lower grade GS-13 (or equivalent in an alternative pay system in the federal service). Specialized experience includes serving as a contract specialist for complex and high-level programs; translating customer requirements, ideas and funding into appropriate business arrangements; researching, interpreting, and analyzing applicable contracting laws and policies and/or directing, reviewing and providing oversight of a wide range of complex contract types and acquisition methods. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
