Duties
Space Rapid Capabilities Office (SpRCO) is seeking a highly qualified and experienced Contracting Officer.
The Land of Enchantment is calling you! Do you have previous experience working large dollar acquisitions and ACAT equivalent programs? Do you desire empowerment, flexibility, and small team environments? Our small program manager teams have a dedicated Contracting Officer with over a $1 Billion dollar authority, streamlining our capability to deliver first of kind capabilities to the United States Space Force. Is your past job experience with an acquisition or program office-we highly desire this experience. We need someone who understands large scale acquisition contract strategies and plans and has the innate ability to work in a classified environment and doesn't mind travel to the various industry and mission partners we work. We desire strong oral and written skills and the ability to brief contract issues with very senior personnel in the USSF, SAF/SQ or Congressional Staffs. The prefect candidate is able to work independently and collaborate with military, civilian and contract personnel to be successful.

Qualifications
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.
BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts.
NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who:
1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000;
OR
2. Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty;
OR
3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102.
Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting, the basic educational requirement applicants must have:
1. Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
AND
In addition to meeting the basic requirements above, to qualify for this position, you must also meet the specialized experience requirements listed below.
SPECIALIZED EXPERIENCE: Applicants must have at least two (2) years of specialized experience, of which 1 year is at the next lower broadband NH-03, equivalent to the next to lower grade GS13 or equivalent in the Federal Service.
Responsible for planning, organizing, and directing contracting and other business management activities in a risk-tolerant environment
- Serve as COCO to peer PCO's; maintain unlimited warrant with authority to issue contracts up to $1B
- Serves as contracting authority for Space RCO acquisition programs and is directly responsible for providing expert advice and assistance to Senior Leadership and Director, Space RCO
- Establishes and maintains an integrated team relationship dealing directly with the most senior levels of government and industry
- Manages and executes contracts, as a warrant contracting officer, that include a variety of contracting approaches and relationships associate with pre-award planning, establishment of suitable contractual and/or alternative business arrangement, and post-award management to include evaluation of cost, schedule, and performance relate to Space RCO acquisition programs
- Prepares and conducts comprehensive contracting reports, studies, briefings, and related presentations
