This position is in the Division of Administration of the Federal Deposit Insurance Corporation located in Arlington, VA and is responsible for contract oversight to ensure appropriate vendor management, including controls to support timely and accurate vendor payments, and for overseeing contractors performing services for the Chief Operating Office (COO) Organization.
Duties
Serves as a senior specialist in the area of contract oversight monitoring contractor performance; accepting deliverables on behalf of the FDIC; reviewing and approving contractor invoices; minimizing costs related to assigned contracts; and ensuring contract ceiling amounts are not exceeded and invoices are accurate and reasonable for the work being performed.
Manages a portfolio of assigned large and complex contracts related COO Organization programs and functions as the technical liaison between the contractor, Contracting Officer and the program area for assigned contracts.
Coordinates and manages contract management through Technical Monitors and Program Office officials to review and verify the contractor's invoices for accuracy and reasonableness prior to approval for payment. If applicable, collaborates with the Program Office and Contractor designee on invoicing issues and prescribes remediation efforts if warranted.
Monitors, reviews, and determines whether the contractor's performance is in compliance with the terms and conditions of the contract specifications through appropriate due diligence, including periodic inspections of work to verify performance is in full compliance with contract requirements.
Prepares and maintains technical and administrative reports of the contractor's performance, detailing violations and deficiencies and informing the Contracting Officer of potential performance issues.
Assists in the development of procurement plans and independent government cost estimates, market analysis, and market research activities for new requirements and contract re-solicitations.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the GS/CG 13 grade level or above in the Federal service. Specialized experience is defined as experience in the solicitation process for vendors to acquire products or services and in the oversight management of assigned contracts. Experience must include preparation of the contract solicitation requirements package, drafting statements of work and industry analysis, preparation of the independent government cost estimate, and regular approval of invoices and acceptance of deliverables.
