This Mobility Transportation Specialist position is in the Office of the Associate Director's services at the VA Providence Healthcare Systems, located at the Providence location.

Duties

The incumbent will be the coordinator for the VA Providence Healthcare System Veterans Transportation Program (VTS). The incumbent will be responsible to communicate with all involved to ensure the program's success to include patients, their care takers, clinicians, Facility Staff, as well as the Senior Management Team. The Mobility Manager will be a critical member of the Transportation Committee. Duties of the position include but are not limited to: Provides daily monitoring of the operations of the programs by measuring outcome of services provided and reviewing and analyzing data. Applies a variety of transportation regulations and practices to include VA, other Federal, State, local and other transportation organizations to perform interrelated, standard, and nonstandard transportation support assignments and resolve a wide range of problems. Uses scheduling software and applications within the VTS Program, routinely performing tasks in the system to generate reports, and assisting staff in resolving technical problems. Communicates with all involved to ensure the program's success to include patients, their care takers, clinicians, Facility Staff, as well as the Senior Management Team. Provides knowledge to Veterans on a wide variety of subjects within the VA while maintaining respectful customer service. Communicates and treats customers (patients, visitors, volunteers, and all Hospital staff) in a courteous, tactful, and respectful manner and provides the customer with consistent information according to established policies and procedures. Provides daily monitoring of the operations of the programs by measuring outcomes of services provided and reviewing and analyzing data, makes recommendations for improved transportation effectiveness; reviews patient satisfaction surveys, and assesses performance measures and operational costs. Performs analysis of budget requests to include techniques such as cost-benefit analysis or exploring alternative methods of funding and monitors budget allocation and execution to ensure that operating program objectives are met. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday; 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements To qualify you must possess one of the following: Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR, Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assists with the management of the VAMC's Veteran Transportation Program; provides advice to the VAMC's Senior leadership and managers related to a complex transportation program in the Mobility Managers absence; maintains administrative knowledge and managerial skills to support transportation for Veterans with medical and mental health needs; assures and oversees the scheduling of routine, urgent and emergent transportation for veterans, OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have1 full year of graduate level education or superior academic achievement. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzes and measures the effectiveness and productivity of the administrative and technical aspects of the services provided by the program; develops strategies to deal with areas of improvement; communicates both orally and in writing to provide training and briefings, compose reports and correspondence, provide assistance to drivers and customers; uses a variety of web-based maps to extract information and mileage; inputs and extracts data from office automation systems to include Microsoft Office, spreadsheets and electronic mapping programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
