This Mobility Transportation Specialist (Fleet Manager) position is within the Facilities Management Services at the Providence VA Healthcare System, located in Providence, RI. It is full-time at 40 hours per week.

Duties

The incumbent is responsible for planning, coordinating, and directing the work operations for the fleet vehicles at the Providence VA Healthcare System, and remote sites under the general supervision of the Supervisory Engineer (0801) and is located in the Transportation and Grounds Division. Duties include, but are not limited to: Oversees the day-to-day operations of a fleet center; Creates contacts with manufacturer's representatives and top management officials of user and other agencies; Manages and assesses the effectiveness of all financial aspects of fleet operations; Analyzes overall fleet operations as to proper utilization and recommends changes to vehicle types and sizes; Maintains cost efficient operations, ensuring maximum vehicle utilization and quality of service; Receives new vehicles and assigns to appropriate staff and centers; Manages complex contract shuttle service with off-campus leased parking to ensure appropriate scheduling and coverage of staff needs are met and the Valet Service for patients; Plans, directs and administers the complete maintenance program for standard and a variety of special purpose vehicles; Inspects commercial sources for maintenance of vehicles operating locally and in areas remote from the facility; and Other duties as assigned. Work Schedule: Monday-Friday, 7:00am - 3:30pm. Virtual: This is not a virtual position. Financial Disclosure Report: Not required. Notifications: This position is in the Competitive Service. Veterans' preference does not apply for internal or other current permanent Federal agency employees. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Driver's License Requirement: A current, valid, state issued Driver's License is required for this position. NOTE: We cannot accept photographs, therefore, please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid, state-issued Driver's License. You must qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees day-to-day operations for a fleet center; managing carpool and vanpools; submits cost reports on vehicles; prepares specifications for equipment; and recommends action to reduce costs. (Experience must be well-documented in resume) OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR a LL.B. or J.D., if related. Note: Major studies that are acceptable include: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.(Transcripts must be submitted) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree. (Transcripts must be submitted) You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsCustomer Service (Clerical/Technical)Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands: Work is sedentary; however, it also involves walking, standing, bending and carrying of items including books. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies. Work Environment: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery. Incumbent may be required to travel approximately 120 miles commuting between different facilities. Incumbent may be required to trouble-shoot equipment in remote areas.
