Duties

WHAT IS THE TRANSFORMATION & STRATEGY OFFICE (TSO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Oversight Coordination The following are the duties of this position at the full working level. Program Evaluation Audits: Conducts analyses of information related to program evaluation audits. Analyzes reports, strategies, previous audit responses, and other relevant documentation (roadmaps, strategic plans, etc.) to identify and provide advice on potential problem areas and proactive mitigations. Reviews audit findings and develops the IRS response to audits and other oversight requests that align with IRS strategies and plans. Coordinates with relevant stakeholders and program areas to provide input for responses. Serves as an audit liaison across the IRS to drive audit responses. Manages data calls for audits, reports, and leadership planning, coordinating across executives and other stakeholders to establish clear goals, expectations, and timelines. Determines what information is needed to meet data call needs, partnering with stakeholders to confirm availability and accessibility of relevant information. Reviews inputs from stakeholders to ensure compatibility and consistency in meeting objectives. Drafts responses to the National Taxpayer Advocate's (NTA) Most Serious Problems (MSPs,), Freedom of Information Act (FOIA) Requests, and Congressional Questions for the Record (QFR). Identifies new methods or sources of data to achieve project goals, enabling proactive establishment of project plans and schedules to support short and long-term success. Monitors progress towards completion of projects. Manages project plans to complete assignments on time and ensure achievement of established goals. Establishes systems to review, control, and report on project status while managing plans to ensure audit accomplishment. Provides expertise relating to all aspects of the audit analysis or inquiry lifecycle, including preparation, planning, response, and corrective action implementation. Develops approaches, goals, and plans to respond to audits, corresponding Information Data Requests (IDRs) and other oversight requests or special projects. Analyzes reporting related to the transformation, audit plans, previous audit findings, corresponding IDRs, and other relevant documentation to identify potential areas for new audits. Engages with the risk liaison to integrate risk management with oversight activities. Stakeholder Management: Provides advice and guidance to initiative and project leaders to support audit readiness. Develops materials, guides, and processes to educate stakeholders on audit preparation and response. Conducts briefings and prepares comprehensive reports to keep top-level managers and executives advised on efforts related to transformation audits, advising on decisions that relate to areas of interest for oversight bodies. Reviews implementation of Planned Corrective Actions (PCA); prepares and manages authorized forms for signature by executives up to and including the TSO Chief, Transformation Coordination Officer to report the status of a Planned Corrective Action (PCA) such as a milestone achievement, an extension to a due date or Implementation of a PCA. Performs other duties as assigned. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with project assignments that require analytical and evaluative methods, quantitative and qualitative, to inform recommendations. Experience with a wide-range of laws, policy, and precedents. Experience applying to project management principles to effectively support projects. Experience with oral and written communication. OR You may qualify based on education as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. in a related field. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with project assignments that require a range of analytical and evaluative methods, quantitative and qualitative, to develop recommendations. Experience with a wide-range of laws, policy, and precedents relevant to the Service. Experience applying to project management principles to effectively support and integrate across projects, including risk management. Experience with oral and written communication to develop persuasive recommendations. SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with project assignments that require a range of analytical and evaluative methods, quantitative and qualitative, to develop recommendations concerning effectiveness of organizations, programs, and processes. Experience with a wide-range of laws, policy, and precedents relevant to the Service. Experience applying to project management principles to effectively lead and integrate across projects, including risk management. Experience with oral and written communication to develop persuasive recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
