You will serve as a SUPERVISORY PROGRAM ANALYST in the Resources Management Branch of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.

Duties

You will identify and arrange for training needs of subordinates to promote career development. You will coordinate with organization and public works business lines to develop facility maintenance planning and execution strategies You will evaluate budget formulation business practices to ensure compliance with instructions and regulations. You will develop cost effective contractual strategies in alignment with organizational goals.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)The project management and administrative aspects of the matrix organizational structure of NAVFAC and its Concept of Operations (CONOPS); NAVFAC Headquarters Echelon II operations;2)Understands processes for Post Construction Award Services (PCAS), corporate Supervision, Inspection, and Overhead (SIOH) projections, generation and expense reporting for Planning Design and Construction (PDC) and NAVFAC HI Area of Responsibility (AOR) Work-In-Place (WIP) and Design-In-Place (DIP) projections and reporting; prepares business line execution targets. 3)The incumbent assists in the Project Management formulation and distribution of PDC Products and Services, and manages and monitors the Directorate's internal program, Resource Allocation Plan (RAP) and Operational Target (OPTAR) budgets for NAVFAC HI and for all applicable fund sources Supervision, Inspection, and Overhaul (SIOH), Operations and Maintenance, Navy (O&MN), Military Construction, Navy (MCON) and reimbursable). 4)The incumbent requires knowledge of SIOH and mission funding requirements and strategies, can analyze and evaluate to formulate directorate resourcing targets for NAVFAC HI and support lines, including Contracting (CON), Safety and Counsel, for all applicable fund sources used by the division. 5) The incumbent will support key PCD negotiations between NAVFAC HI and component Facilities Engineering Commands (FECs) for the RAP process, and DIP/WIP workload projections.
