This position is within the Bureau for Legislative and Public Affairs, Office of Strategic Communications (LPA/SC) at the U.S. Agency for International Development (USAID). LPA is responsible for managing all aspects of the Agency's legislative and public affairs matters.

Duties

Developing and maintaining USAID branding standards -- in accordance with federal law and Agency policy that apply to both Washington offices and field missions, as well as to organizations that partner with the Agency. Providing leadership on critical policy issues surrounding branding issues and providing senior leadership with advice and recommendations to move the Agency’s branding initiatives forward. Updating branding policy directives in coordination with USAID’s Office of the General Counsel and Office of Acquisition and Assistance; reviewing/approving exceptions and waivers; and designing/leading training sessions for Agency communicators. Coordinating closely with LPA’s web management team to ensure a cohesive and consistent application of branding guidelines on external and internal platforms. Serving as a resource to review design, branding and marking strategies and implementation plans for compliance, while supporting others in building capacity correctly and efficiently. Preparing contract specifications for productions as needed and serving as project manager/contracting officer’s technical representative (COR/AOR) for all bureau contracts and purchase orders concerning branding.

Requirements

  • United States Citizenship is required.
  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Secret security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: GS-13: You MUST have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: Contributing to the oversight of branding and marking at high-visibility project sites; Contributing to the design of branding and marking strategies with implementation plans for compliance, and supporting others in building capacity; AND Providing input on broad strategies and specific outreach plans designed to strengthen the exchange of information between organizations and targeted audiences. GS-14: You MUST have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: Overseeing branding and marketing at high-visibility project sites; Designing branding and marking strategies with implementation plans for compliance, while supporting others in building capacity; AND Managing input on broad strategies and specific outreach plans designed to strengthen the exchange of information between organizations and targeted audiences. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. NOTE: Experience must be documented in your resume. SELECTIVE PLACEMENT FACTOR for this position is: Experience overseeing international branding strategies for an agency or organization, adhering to legislative requirements. Experience must be demonstrated on your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
