You will serve as the ASSISTANT CHIEF ENGINEER in the OFFICE OF THE CHIEF ENGINEER of Naval Facilities Engineering Systems Command (NAVFAC) Pacific.

Duties

You will serve as the Assistant Chief Engineer (ACE) for NAVFAC Pacific supporting the Chief Engineer on all technical authority (TA)-related issues of the Command. You will promulgate, implement and enforce adherence to a broad spectrum of technical requirements, criteria, standards, and executive orders ensuring both the accomplishment of the Navy's mission and the protection of public health and safety. You will be responsible for workforce shaping and community management in support of the Command's engineering expertise as the Naval shore and ocean Facilities Engineering Systems Command. You will coordinate with the Chief Engineer's Office in the execution of technical warrant holders across the Navy's domain of Technical Warrant Holders, Technical Area Experts, Certificate Holders, and Project Technical Staff.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current PROFESSIONAL ENGINEER'S license or ARCHITECT registration.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing, managing, and overseeing the administration of products and services assigned to the Echelon III Command Chief Engineer's office; 2) Developing architectural and/or engineering design documents; 3) Overseeing and tracking technology development related to the Shore Facilities and Ocean Facilities and Equipment Technical Domains; 4) Providing strategic planning efforts that incorporate changes in the building environment, market conditions, future trends in technology and acquisition strategies, as well as industry trends and new direction in production and delivery of engineering systems; 5) Providing professional community management for the Command's architects and engineers across multiple disciplines and directorates/business lines.
