The incumbent will function as a Supervisory Wage and Hour Specialist, Director of Communications in the Department of Labor (DOL), Wage and Hour Division (WHD), Office of Performance and Communication (OPC), Division of Communication (DOC). The mission of the WHD is to develop national policies and procedures and provide executive direction for administering major departmental programs This position is outside the bargaining unit.

Duties

As the Supervisory Wage & Hour Specialist (Director of Communications) GS-1849-15 duties will consist of but not limited to the following: Manages the WHD's website design and content strategy, including developing new web-based applications and tools to further WHD's mission and engage and inform the public. Works closely with Departmental counterparts to ensure that WHD's partnership program, and communication strategies are consistent with and supportive of the goals of the Secretary. Maintains liaison and effective relations with a variety of foreign, federal, state, and local government officials in furtherance of WHD goals and objectives. Confers with the Solicitor's Office for advice and understanding on legal matters concerning implementing partnership programs, developing compliance materials, and implementing program strategies. Manages the WHD partnership program, including evaluating and reporting on partnership activities and their contributions to program objectives. Manages the WHD public information and publications program, which informs, enlightens, and educates both general and specialized constituencies about WHD activities and goals, using various media forms including traditional print media, digital and social media. Directs developing reports, position papers, special analyses, proposals for new program initiatives and alternative program approaches related to strategic plan development and implementation, partnership activities, compliance assistance, and communication and public awareness priorities consistent with the policy and direction provided by the WHD Administrator. May perform other assignments, often self-generated, concerning the goals of the Office, the agency, and the needs of the impacted public.

Skill in analyzing written/verbal information and numerical data and making decisions on issues based on interviews, records review, reconstruction of missing or fraudulent records and applying legal or regulatory provisions, precedents, and principles to specific investigative matters. Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements. In addition to the criteria specified above, applicants must have knowledge of and ability to apply the provisions of Federal wage and hour labor laws pertaining to wages, hours of work, or related conditions of employment. Examples of qualifying specialized experience include: Developing, interpreting, or applying policies, procedures, and operating standards in determining compliance for an organization or government-based program. Conducting interviews and providing information about laws and/or regulations. Industrial personnel or salary and wage administration or responsible work in a certified public accounting firm. Analyzing or applying labor legislation. Reviewing and evaluating operations and procedures through analysis, audits, or surveillance inspections. Federal, State, or self-regulatory agency work involving obtaining compliance with appropriate program requirements. -AND- Specialized Experience - Applicants must have one year of specialized experience equivalent to at least the GS-14 grade, in the Federal service which includes: Experience with leading the development and execution of comprehensive communication strategies, aligning messaging with organizational goals to enhance public awareness and stakeholder engagement. Experience with facilitating effective communication with stakeholders, including government officials, community leaders, and the public, through regular updates, briefings, and public forums. Experience with supervising a team of communication professionals, providing guidance, mentorship, and professional development opportunities to enhance team performance and productivity. Experience utilizing analytics tools to measure the effectiveness of communication strategies, preparing detailed reports and presentations for senior leadership to inform decision-making. Experience working with other departments and agencies to ensure cohesive and coordinated communication efforts, promoting a unified message, and achieving common objectives. Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the GS-14 grade level or equivalent in the Federal Service), time-after-competitive-appointment (90 days), and minimum qualifications. These requirements must be met within 30 days, 07/11/2024, of the announcement closing date to be eligible and qualified for consideration.

This position has no education requirement and there is no substitution of education for specialized experience at this grade level.
