This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.

Duties

Specific duties include: Performs comprehensive studies of Pension & Fiduciary Service programs & automated processes to ensure compliance with policy & procedural directives. Facilitates long & short range program research involving data collection, analysis & presentation of findings to support the organization's business goals & objectives. Monitors & reports on PMC & Fiduciary Hub performance & automated system performance to identify progress towards business & agency targets. Investigates & analyzes program performance, to include field office performance & automated system performance, by obtaining & evaluating data from various sources advises on the system improvements needed to improve the efficiency of program operations. Coordinates with team members in gathering relevant data, analyzing it critically, & making recommendations based on findings using available information resources such as Internet tools, manuals, & other reference materials. Evaluates data in valuable visualizations to analyze field office & system performance & present/discuss findings with leadership. Produces data visualizations to communicate the effectiveness of programs, business operations or processes. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery or supporting delivery of benefits or services to Veterans & their survivors. Influences all aspects of field station operations through the establishment of Pension and Fiduciary Service policy directives, procedural guidance, national quality assessment & oversight of programs under the purview of Pension and Fiduciary Service. Plans, prioritizes, and participates in work groups and special projects that impact modernization efforts aimed at designing electronic processing systems for field personnel & automated processing systems. Coordinates projects that drive performance standards, quality metrics, & policy that directly impacts field employees on a national basis. Evaluates & formulates oversight measures for Veteran, survivor, & fiduciary workload processing. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals & objectives. Conducts audits which include review, examination, & verification of individual employee records & performance data to determine if employees are properly completing & complying with national Veteran & survivor claims processes. Conducts audits of automated processes to ensure system compliance with all applicable laws, regulations, policies, & procedures. Coordinates projects that require an understanding of the development of program policy, procedural guidance, quality & oversight plans & reviews of national programs & systems & training, projects within the team. Undertakes long & short range research & studies program activities within P&F Service to support the organization's business goals & objectives. Gathers relevant data, analyzes it critically, & makes recommendations based on findings using available information resources such as Internet tools, manuals, & other reference material. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Investigates & analyzes automated claims processes to ensure optimized benefits delivery. Develops & updates procedural guidance for distribution to field offices. Drafts training letters, writes briefing papers, draft system requirements & answers Congressional & external stakeholder inquiries. Researches Veteran specific issues & prepares all necessary administrative materials, correspondence, & justifications for decision Deals with issues of both sensitive or of a high profile nature while advising leadership on the national or local impact of changes in process, protocol, or legal statutes, which may impact or shape the future direction of the organization. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13. Work Schedule: Full time, Monday through Friday, 8 am - 4:30 pm Compressed/Flexible: Available Telework: Available Virtual: Yes this is a Virtual position - Employee is expected to report to the nearest VBA Facility based on telework agreement. Washington DC duty station required to report 5 days per pay period. All other duty stations report 2 days per pay period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/05/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to GS-9 in the normal line of progression for the occupation in the organization, qualifying education, or some combination. Examples of specialized experience would typically include but are not limited to: a) gathering relevant data, analyzing it critically, and making recommendations based on findings using available information resources such as Internet tools, manuals, and other reference materials, b) producing data visualizations, graphs and/or charts to communicate the effectiveness of programs, business operations or processes. Or Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or L.M, if related. Or Combination: Applicants may also combine education and experience to qualify at this level. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. GS-12 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to GS-11 in the normal line of progression for the occupation in the organization. GS-13 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a) gathering relevant data, analyzing it critically, and making recommendations based on findings using available information resources such as Internet tools, manuals, and other reference materials, b) obtaining and evaluating data from various sources advises on the system improvements needed to improve the efficiency of program operations, c) producing data visualizations, graphs and/or charts to communicate the effectiveness of programs, business operations or processes. d) Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions which support operations delivery. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
