Duties

You will supervise the daily performance of personnel to include Marines, Civil Service personnel and contractors. You will oversee the planning, development, procurement, testing, integration, installation, utilization, modification, management, troubleshooting and maintenance of the network services to support the command. You will perform all functions involved in long-range and short-range planning for the delivery of network services throughout the region by developing project timelines, budget, system/network resources usage policies and procedures. You will provide direction, guidance, and develop policy for local telecommunication network and system operation unites, centers or network control facilities. You will evaluate the levels and quality of operations and take corrective actions to resolve problems such as excessive failures or delays or high operating costs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 within 12 months of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying and developing data required for use in the planning and implementation of IT policy initiatives in support of development programs; Participating in the development and documentation of long- and short-range policy planning efforts; Coordinating activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees. In addition to the specialized experience above, your resume must include information technology related experience which demonstrates each of the following four basic competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Completes work independently and accurately, even in tight deadlines and quick turnaround periods; reviews work completed by others. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Problem solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging others when developing solutions to understand and incorporate multiple perspectives and needs.
