As a Management and Program Analyst you will serve as a Regional Program Manager for Rent Bill Management (RBM) and will be responsible for the integrity of key financial, billing, and customer data.Location of position: GSA Pacific Rim Region, Public Buildings Service (PBS), San Francisco, CA.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Manages assigned PBS program management/analysis responsibilities and activities, with a view towards linking PBS program goals and objectives to long range and short range goals. Participates with other Division employees in the development of automated information and tracking systems, establishes long range data management / data accuracy objectives and program goals and monitors, measures and results.
As a senior program analyst and data management expert for the Service, the incumbent also serves as a highly technical consultant with extensive data management knowledge and may be called in to address and resolve highly sensitive and/or precedent setting program issues and questions.
Serves as an advisor to senior PBS management on all aspects of data and information management related to RBM program execution and administration. At the request of the Division Director or Branch Manager, reviews and comments on significant policy issues, process changes, etc. and serves as a technical expert in evaluating draft proposals and procedures planned changes to RBM and/or implementation issues affecting the Pacific Rim Region.
Develops the Divisions strategic plans, establishing performance links to recurring budget requirements; identifies revised performance measures and reports on results achieved. Works with other budget and program analysts on staff and in other PBS Divisions to analyze data and track trends in financial performance, operating accounts, rental space, income/expense initiatives etc. Establishes strategic goals for the PMD and recommends items for incorporation to PBS corporate strategic goals.
Provides technical advice and staff assistance to other GSA/PBS employees for the RBM program. Ensures that established program goals, procedures and concerns are sufficiently accounted for in terms of current PBS operations and long range plans. Provides technical assistance to managers and support personnel in the areas of system maintenance and integrity of the data input, inter-relationships of space management, budget data and procedures, and income and expense analysis. Advises other programmatic requirements. Maintains current information regarding all systems and tool upgrades., enhancements, and changes in operating procedures and ensures all affected are trained and fully informed in new or revised procedures.
Acts as regional liaison to the National RBM contractor and the National Rent Billing Office on any issues relating to occupancy agreement (OA) finalizations. Deciphers issues on discrepancies between source documents and OAs and communicates regional position to National RBM contractor to accurately finalize OAs. Prepares correspondence in response to inquiries or requests for additional information regarding programs or procedures from GSA National offices, tenant agencies or other groups.

The GS-13 salary range starts at $128,717 per year.To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience utilizing qualitative and quantitative data to perform performance measurement, strategic and business planning, resource allocation, and/or, organizational restructuring. Experience also includes making recommendations to improve operational efficiency and effectiveness of administrative processes and systems.
