This position is located in the VA Central Iowa Health Care System Surgical/Specialty Care Service Line. This position reports to and supports the service line Director in three major arenas: 1) management of service line operations, 2) analyzing, evaluating, advising and developing plans directed toward continuous improvement of surgical services offered to veterans and patient outcomes, 3) supervision of service line staff.

Duties

Major duties include but are not limited to: Administrative and supervisory oversight of service line activities, frequently assuming delegated authority and accountability for administrative and management responsibilities Coordinates the development and implementation of strategic and tactical plans for the service line Monitors service line quality, safety and access through a mix of nationally and locally defined parameters. Actively tracks available resources (personnel, space, equipment and money), service line workload by specialty and provider productivity Exercise fiscal management responsibility, providing data driven input into budget preparations, monitoring expenditures, and recommending reallocation of funds Provides collaborative leadership, along with the Service Line Director and Facility Surgical Workgroup in setting Surgical Service Line performance goals and measuring service line progress toward meeting those goals. Analyzes service line infrastructure requirements and mobilizes influence and processes to address gaps as they are identified. Serves as primary service line contact for the Patient Advocate, for resolution of patient complaints and response to Congressional Inquiries regarding surgical care. Influences policy development at the service line, the facility, and VISN level by contributing data supported advice and recommendations. Provides administrative supervision Performs other duties as assigned. Promotion Potential: Temporary promotion not to exceed 1 year may be made permanent without further competition. Work Schedule: Monday-Thursday 7:30am-5:00pm; Friday 7:00am-11:00am Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with various administrative and clinical programs within a health care system; developing and monitoring budgets; Utilization of various office automation software programs; creating correspondence; interpreting and understanding pertinent laws, regulations, and policies; policy development and implementation; supervising a variety of staff in a health care environment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Note: If you select this option, a copy of your transcripts is required. Education cannot be credited without documentation. (TRANSCRIPT REQUIRED - must have Conferred date of degree for full credit). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. You will be rated on the following Competencies for this position: Administration and ManagementCapital Planning and Investment AssessmentDecision MakingLeadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
