The Administrative Officer for the Primary and Specialty Care Service Line(s) of the VA Central Iowa Health Care System (VACIHCS) is responsible for the oversight of all administrative programs in the service, including administrative processes and policies, HR functions, budget development, resource management and allocation, cost accounting, space planning, equipment inventory, procurement, contracting, public affairs, and administrative research program planning, evaluation, and development.

Duties

Major duties include but are not limited to: Develops both long and short-range policies and plans for local administrative processes and procedures, staffing, budget, space, and resources Advises on and assists with the development and establishment of administrative programs and requirements for new and existing programs. Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in quality assurance monitoring activities. Preparation of a variety of reports essential to the programs, and the development and implementation of ongoing program evaluations and strategic planning. Directs the personnel management programs for the organization, performing or overseeing the full range of human resources activities and requirements. Maintains and analyzes manpower and staffing metrics. Communicates, interprets, and advises on federal and agency personnel policies, regulations, and procedures. Responsible for budget formulation, justification and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for program and administrative expenses. Gathers information from all units to develop projections of salaries and benefits and other expenses. Reconciles monthly financial reports. Manages procurement and contracting for the organization. The incumbent supervises the administrative and clerical staff in the Service. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with various administrative and clinical programs within a health care system; supervising various staff; budget and fiscal management; contracting functions and managing procurement; human resources functions to include recruitment, position management, performance, training, etc.; preparing financial and administrative reports; develop policies and systems. You will be rated on the following Competencies for this position: Administration and ManagementCapital Planning and Investment AssessmentDecision MakingLeadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
