This position is part of the National Archives and Records Administration, Office of Human Capital. The incumbent serves as the Personnel Security Officer (PSO) for NARA with responsibility for developing, improving, and administering the agency's nationwide Personnel Security program. This position includes program development and implementation responsibilities together with responsibility for administration of a coordinated personnel security program.
Duties
As a SUPERVISORY PERSONNEL SECURITY SPECIALIST, you will:
Provide subordinates with the requirements and description of the work to be performed and track progress.
Exercise significant responsibilities in dealing with officials of other units or organizations and in negotiating with and advising management officials of higher rank.
Oversee and ensure sound practices and accuracy in the collection of necessary paperwork required for submission of background investigations as well as quality assessment methods and tools for these operations.
Monitor policy and regulation updates and adjust the agency's procedures and policies accordingly.
Develop and maintain a positive working relationship with customers and communicate with highly complex and technical personnel security concepts effectively to all levels of NARA's management.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level and that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:
Interpreting personnel security resources such as laws, regulations and policies and applying the appropriate guidelines to resolve issues; AND
Leading teams, projects and/or programs; AND
Applying personnel security methods and regulations for suitability determinations; AND
Reviewing reports of investigations and making appropriate recommendations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.
