This position is part of the National Archives and Records Administration, Security Management Division. The incumbent is the primary subject matter expert on all NARA physical security systems, herein identified as infrastructure, agency wide in consultation with Project Assistance (BP), Facilities and Property Management, Space Planning and Projects (BFS), Field Support Services (BQ) and Presidential Libraries (LP) for new installation, renovation, repair, and warranty and maintenance service.
Duties
As a PHYSICAL SECURITY SPECIALIST, you will:
Contribute technical expertise for risk assessment, mitigation, and preparation of performance work statements or scopes of work in conjunction with NARA program offices or contractors to ensure the infrastructure is properly scoped for the requirement.
Coordinate and oversee installation and assist in final testing, acceptance, and operator level use in an oversight and supporting role for all NARA owned or occupied facilities with an orientation toward customer service.
Provide oversight of infrastructure to ensure life cycle management and funding plans are developed in conjunction with input from the division director, presidential libraries, archives and records center directors, and other personnel.
Ensure adequate security for NARA owned and occupied facilities by carefully weighing the benefits of each identified security countermeasure based on a comprehensive security risk assessment.
Establish and monitor operating security programs to meet specific needs (e.g., covering a number of locations and a variety of security program situations involving classified information, facilities, devices, industrial or scientific processes, etc.).
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Developing proposals, briefings, or reports on security related issues;
AND
Developing security policies, procedures, or priorities;
AND
Experience performing security work involving the application of security programs and policies in order to safeguard personnel, facilities, materials, or documents;
AND
Communicating with varying audiences, such as: senior staff members, subordinate staff, other stakeholders in reference to security related information.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
