The primary purpose of this position is to serve as an Installation Geospatial Information Specialist within Air Force Space Command, under the auspices of the 460th Civil Engineer Squadron. Provide current and historic infrastructure information to support planning, operations, and command of Civil Engineering at Buckley Air Force Base. [cont. in "Duties" section]

Duties

Continued from Summary Section: Provide technical support to plan, acquire, sustain, manage, operate and divest Geographic Information Systems (GIS), Computer-Aided Design and Drafting (CADD), conventional and Global Positioning System (GPS) surveying capabilities and related practices and technologies to include Building Information Models (BIMs). Provide installation and facilities engineering management and geospatial data visualization throughout the lifecycle of changes that occur at an installation and for its facilities. Manage civil engineering records for the installation. Duties: Serves as a Geospatial Information Specialist with the responsibility for overall geospatial management and maintenance of Geospatial information. Performs work related to the processes, practices, methods, and techniques involved in the construction of new or revision of existing maps, charts, and related cartographic products. Performs surveying work to capture Common Installation Picture and Mission Data Set geospatial data for inclusion into enterprise data systems. Provides training, material resources, and information security support.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of geospatial concepts, principles, practices and equipment, including those used in photogrammetry, remote sensing, photo-interpretation, digital analysis or other techniques, sufficient to evaluate source material; research, analyze, select, and prepare cartographic materials; Knowledge of Global Positioning System (GPS) principles, concepts, collection devices, and practices including the use of Trimble-based GPS devices for collection of both mapping and survey grade GPS data; Knowledge of USAF GeoBase concepts and principles including CONOPS, data architecture, program goals, etc.; Knowledge of, and skill in applying a wide variety of applications, operating systems, protocols, and equipment used in customer service; and methods and practices for troubleshooting, modifying, and improving GIS IT systems; Knowledge and application of topology rules and use of other logical consistency, accuracy, completeness, and currency quality measures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Global Positioning System (GPS) principles, concepts, collection devices, and practices including the use of Trimble-based GPS devices for collection of both mapping and survey grade GPS data. Skill in performing GPS post processing through differential corrections with a GPS base station. 2. Knowledge of geospatial sciences concepts, principles, and practices including cartography, geographic information systems, remote sensing, and scientific data visualization and their applications to geospatial operations and analysis as they relate to management applications on military installations. 3. Knowledge of digital geospatial and derivative processes and products including data production, management archive, maintenance processing, applications, and the associated standards including Spatial Data Transfer Standard, Federal Geographic Committee Standards, and the Tri-Service Spatial Data Standard. 4. Knowledge of surveying principles of accurately determining the terrestrial or three-dimensional space position of points and the distances and angles between them. These points are usually on the surface of the Earth, and are often used to establish land maps and boundaries for ownership or governmental purposes. In order to accomplish their objective, surveyors use elements of geometry, engineering, trigonometry, mathematics, physics, and law. 5. Skill to review and evaluate existing facility/utility management systems and to provide instruction on new state-of-the-art engineering procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
