This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Office of General Counsel (OGC). OGC provides independent and objective legal counsel to the Inspector General and OIG components. Serves as an Associate General Counsel on the Audit and Evaluations team supporting OIG components that conduct oversight of DoD programs and operations, acquisitions, overseas contingency operations, intelligence and financial management matters.
Duties
Provides guidance and legal advice to stakeholders on regulatory and policy matters, administrative/civil, procurement, fiscal, intelligence and national security laws involving or affecting audits and evaluations of DoD programs and operations.
Regularly interacts with and provides guidance and counsel to OIG supervisors, managers, and senior leaders.
Evaluates DoD and internal guidance, regulations, and policies for legal sufficiency.
Supports the agency in litigation matters and administrative board proceedings, as necessary, concerning pleadings, affidavits, records preservation and analysis, and similar matters.
Establishes and maintains effective liaison and coordination with OIG management and staff.
Reviews, analyzes, and comments on proposed legislation.
Prepares memoranda and briefings.

- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

- This position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.

Qualifications
Basic Requirements:
To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association.
Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law.
In addition to the basic requirements noted above, resume must document the specialized experience listed below.
Specialized Experience: You must have at least 52 weeks at the GS-14 level or equivalent level. Specialized experience is defined as knowledge of and demonstrated legal experience in Federal government acquisition law and regulations, fiscal law, intelligence law, national security law, and administrative law. Experience also includes comprehensive knowledge sufficient to defend legal and policy positions dealing with DoD and other agency leaders, and with Congressional officials.
In addition to the basic qualifications, candidates must have at least five (5) years of specialized legal experience as an attorney in the fields of federal criminal, civil, or administrative law, which demonstrates that candidates can successfully perform the duties of a GS-0905-15 Attorney.

All certifications must be dated no more than 120 days prior to appointment. (In most states, you can obtain this certification, usually referred to as a Certificate of Good Standing, from The Supreme Court, Office of Attorney Services). Failure to submit all of the proper documentation will result in removal of your application from consideration.
