This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The incumbent serves as the Women Veterans Program Manager (WVPM) for the Alexandria VA Health Care System (AVAHCS) and is responsible for administering, planning, monitoring, and evaluating the Women Veterans Health Program (WVHP). Responsible for various fund control points assigned to the program within the assigned areas. Leading the overall delivery of care and services for the growing population of women Veterans, including through program management, strategic planning, advocating for women Veterans, cultural transformation, policy on women Veterans, business planning, staff training, environment of care and capital assets, outreach, partnerships with special populations, contracting review, care in the community, and collaboration with services (including diagnostic, emergent and urgent care, primary care, and specialty care). Providing expertise and guidance specific to women Veterans for facility-wide strategic goals and objectives and executing comprehensive planning for women's health that improves the overall quality of care provided to women Veterans and achieves program goals and outcomes. Partnering with special population coordinators and program managers to ensure the needs of women Veterans are addressed across the health care system. Collaborates with local leadership to assess, design, measure and evaluate health care delivery to women Veterans. Advocates for ethical decision-making on behalf women Veterans in providing clinical oversight to the facility women Veterans' program. Promotes a practice environment that empowers facility providers and nursing staff to execute effective compassionate inpatient and outpatient care. Serves as a consultant and mentor for the AVAHCS's women center or clinic's providers and staff, AVAHCS leadership and other staff throughout the facility as warranted. Assess current staff education and assess anticipated education needs through identification or current trends in the practice of health care delivery for women. Mentors and precepts staff as needed. The incumbent is professionally and administratively responsible to the Chief of Staff (COS). The incumbent works independently with the responsibility for planning and coordinating all activities for the Women Veterans Program. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-12 Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Preferred Experience: Skilled in specialized case management and focused group work Experience working with Women Veterans Experience providing leadership for multi-disciplinary teams without directly supervising team members Ability to communicate verbally and in writing to a variety of disciplines and educational levels References: VA Handbook 5005 Appendix G39 The full performance level of this vacancy is GS-12.
