The Primary Care Mental Health Integration Program Manager provides independent clinical administration of the Primary Care Mental Health program and supervision of interdisciplinary staff who work in the Program which includes Nurse Practitioners, Physician Assistants, Psychologists, and Social Workers. The duties of the PCMHI Program Manager require administrative knowledge, clinical expertise, and managerial skills in the independent management and administration of mental health services.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The Primary Care Mental Health Integration (PCMHI) Program Coordinator PCMHI is a specialty Mental Health program across the health care system and the incumbent is responsible for providing clinical and administrative oversight, supervision and administration of the program at the main facility and each division of the system. Individuals assigned as GS-13 social workers are licensed at the advanced practice level and must be able to provide supervision for licensure. PCMHI services are integrated with the facility and other programs so it is critical the incumbent be based in the medical center to provide administrative and clinical support for any walk-ins to Veterans; assistance and education to other staff and providers, to interface and collaborate with other programs and services; and to best support the agency's mission by supporting timely, in person response to needs of those at or presenting to the facility. Duties include but are not limited to: Provides direct line supervision of an interdisciplinary team of PCMHI staff, including Nurse Practitioners, Physician Assistants, Psychologists, and Social Workers. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work to meet multiple deadlines. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignments to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to Service Chief. Identifies developmental and training needs of employees, providing for and arranging for needed development and training. Develops performance standards. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Ensures supervisees are trained and fully comply with the provisions of safety regulations. Adjusts staffing levels or work procedures within the program to accommodate resource allocation decisions made at higher echelons. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Reference: VA HANDBOOK 5005/120 September 10, 2019 PART II APPENDIX G39 Preferred Experience: Experience supervising clinical staff; Experience in program coordination; Experience working in Primary Care Mental Health Integration Physical Requirements: This position requires visual acuity (including depth perception), keen hearing (aide permitted), clear distinctive speech, and manual dexterity in both hands. This position requires potentially long periods of continued walking (2-4 hours), standing (2-6 hours), stooping, sitting, bending, pulling (1-2 hours), and pushing (1-2 hours). lifting (50 pounds), carrying (50 pounds). Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Ability for rapid mental and muscular coordination simultaneously. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Must be able to work closely with others, as well as protracted or irregular hours of work. Must be compliance with the use of ergonomic exercises and employee safety requirements. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
