The primary purpose of this position is to serve as the Mountain Home AFB motor vehicle Fleet Manager, directing functions of Vehicle Control, Vehicle Analysis, Maintenance Control and Analysis, Registered Equipment Management Systems (REMS), and Vehicle Buy Program.
Duties
Manages the 366th Fighter Wing base motor Vehicle Fleet program.
Exercises supervisory personnel management responsibilities.
Performs Fleet Vehicle Management Control and Analysis; plans, schedules, monitors, and analyzes maintenance requirements for vehicle assets assigned to Mountain Home AFB.
Complies with 366th Fighter Wing Annual Motor Vehicle Budgetary Requirement.
Manages the 366th Fighter Wing Vehicle Lease Program.
Plans and directs the 366th Fighter Wing Fleet Analysis Function.
Manages the 366th Fighter Wing Registered Equipment Management System (REMS) function.
Requirements
- U.S. Citizenship Required.

- Required to obtain and maintain a SECRET security clearance.
- May be required to travel away from normal duty station to attend policy review workshops and information conferences.
- A valid state driver's license is required to operate a motor vehicle for pick-up and delivery of replacement
vehicles.
- May be subject to uncommon tours of duty to include duties outside normal duty hours.
- This position is a "key" position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function properly. (Cont’d)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Specialist Series 2101.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience is defined as substantial knowledge of transportation principles, theory, policies and procedures that impact fleet management in order to perform administrative analysis, research and development and to implement policies effecting the efficient and effective use of vehicle assets. Knowledge of Safety, Operational Safety and Health Agency (OSHA) and security regulations, practices and procedures concerning fleet management and vehicle maintenance to ensure safety/security requirements are met. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems. Broad knowledge of government motor vehicle fleet operations and maintenance management. Working knowledge of vehicle maintenance repair techniques. Technical knowledge of desktop microcomputer operations and formatting procedures to operate computer data systems. Working knowledge of budget planning, preparation, and execution.

I have a master's degree or 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree or LL.B or J.D, related to the position being filled; which provided me with the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Broad knowledge of and skill in the administration processes and documentation requirements in managing a Motor vehicle fleet using prescribed computer systems and in accordance with Public Law, Air Force Instructions/Manuals, supplements, and Local Operating Instructions.
2. Knowledge of Vehicle Control Function management responsibilities.
3. Knowledge of and skill in performing analysis and report functions to ensure assigned motor vehicle assets are used efficiently.
4. Knowledge of Air Force Motor Vehicle Priority Buy Program. Knowledge and skill in planning, scheduling, monitoring, and analyzing the maintenance requirements on 366th Fighter Wing motor vehicles.
5. Knowledge of and skill in motor vehicle rental and lease program. Effective communication orally and advanced writing skills to initiate studies and write reports, plans, briefings and operating instructions, to conduct status briefings and reports and to participate in planning meetings and training sessions.
6. Knowledge of budget planning in order to track transactions relating to Annual Depot Plan, Annual Scheduled Maintenance Plan, Air Force Motor Vehicle Lease Program (GSA).Ability to plan, organizes, and directs the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
