The primary purpose of this position is: To ensure wing deployment readiness by performing all instructional specialist training work and air transportation duties in support of cargo and passenger movement and reception during contingencies, exercises, deployments.

Duties

Manages and conducts air transportation duties to support air terminal operations and wing contingencies, exercises and deployments. Manages, develops, analyzes and instructs cargo and passenger deployment training courses to maintain wing readiness. Performs system administrator duty for various Department of Defense and Air Force specific transportation and deployment systems and other additional duties when assigned and appointed by the Traffic Management Flight Chief, Installation Deployment Officer or Squadron Commander. Performs other clerical and administrative tasks in support of training mission requirements and air transportation work.

  • This position is designated as a key position IAW AFR 40-910. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key position must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
  • Work may require flexible shifts and overtime during contingencies, exercises and deployments. Position is subject to short notice recall 24 hours 7 days a week to support contingencies, exercises and deployments.

  • Work may require temporary duty (TDY) away from home station with travel on military or commercial aircraft.
  • Employee must be able to obtain and maintain certification for aircraft load planning.
  • Employee must able to lift a minimum of 100 pounds in order process passenger baggage and assist in cargo movement.
  • A pre-employment physical examination will be required.
  • Employee must be able to obtain and maintain hazardous material preparer certification for airlift of dangerous goods IAW AFMAN 24-204.
  • Typing and computer operation is performed; however, a qualified typist is not required.
  • This is a drug testing position. The employee is subject to random drug testing.
  • Employee must be able to obtain and maintain a valid government driver's license.
  • Will be required to drive GMV's (Government Motor Vehicles) and other related MHE (Material Handling Equipment) for the Cargo Deployment Function which includes aircraft loading and off-loading of cargo and passengers, during exercises (con't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series, 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and application of an extensive body of air transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems associated with cargo and passenger movement on military and commercial aircraft to include the handling of oversized, heavy, hazardous, high priority and classified shipments. Knowledge of transportation regulations, methods and practices governing passenger travel to make arrangements, provide advice and move passengers under different travel policies and laws governing the movement of official, unofficial, military, civilian, foreign, domestic and mobility deployment travel. Knowledge of transportation regulations, methods and practices governing the movement of cargo and passengers in a joint service environment and to/from/within foreign countries. Knowledge of a variety of transportation functional areas and their relationship to other functions to investigate complaints or errors that require, for example, reconstructing and reconciling incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity. Knowledge of transportation regulations to resolve conflicts regarding the proper handling of sensitive and hazardous cargo under 49 Code of Federal Regulations (CFR 49), AFMAN 24-204, and International Air Transport Association (IA TA) regulations, including transportation restrictions and requirements pertaining to hazardous cargo, deviations and exceptions including labeling, placarding and certification requirements and procedures. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures, or to provide subject matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of aircraft load planning to correct and reconcile errors for cargo airlift. Detailed knowledge of installation policies, programs and operations for mobility operations in order to coordinate necessary actions and comply with U.S. Customs directives and requirements. OR EDUCATION: Master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the instructions, regulations, directives, local operating procedures and governing entitlements for air transportation duties and air terminal operations. 2. Knowledge of the full range of training and instructional specialist work requirements related to the deployment and redeployment of cargo and passengers for contingencies, exercises and deployment. 3. Ability to analyze, correlate, and evaluate training curriculum and air transportation data. Ability to respond to a range of questions from government agencies, activity personnel, customers, and/or others related to training requirements and air transportation air terminal operation duties. Ability to communicate effectively, both orally and in writing. 4. Knowledge of hazardous material classification and certification for air transportation movement. Knowledge of material handling equipment {MHE) capabilities. 5. Skill with desktop computer applications with associated word processing, database, spreadsheet and presentation software to manage and analyze duties and programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
