This position is located in the Research and Development Office of the VA Long Beach Healthcare System (VALHBHS) in Long Beach, CA and reports to the Administrative Officer (AO) for Research and the Associate Chief of Staff (ACOS). The primary responsibility is to manage the Research & Development Grants Application Program and identify/analyze problems as they pertain to the management of new and active Federal Grants.
Duties

The Duties include but are not limited to the following.
Process various types of grants submitted to fund research projects, including but not limited to Merit, Biomedical Laboratory Research and Development (BLR&D), Clinical Science Research and Development (CSR&D), Health Services Research and Development Services (HSR&D), quality enhancement research initiatives, and broad/actively managed portfolios.
Prepare, review, analyze, and evaluate grants requests to ensure regulatory and reporting requirement compliance.
Conduct evaluation of the grants program, including monitoring, assessing, and ensuring compliance with all terms and conditions of the grant.
Conduct administrative review of packages prior to submission, making minor corrections as needed to ensure compliance with applicable Requests for Application (RFA) requirements, and reporting to investigators any major issues which require investigator or study team action to correct.
Submit final application packages, ensuring that submitted packages are received, validated, and checked for critical errors prior to the grant submission deadlines.
Plan, schedule, and carry out major projects concerned with the analysis and evaluation of research programs conducted at this Medical Center.
Responsible for the coordination of investigations into issues of vulnerability which include: a) patient informed consent; b) scientific misconduct; c) conflict of interest; d) safety of laboratory and animal care personnel; e) hazardous materials; and f) animal care and safety.
Develops standard operating procedures to optimize grant collection, communication, and execution management to include reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle.

Qualifications
To qualify for this position you must meet the following requirements.
MINIMUM QUALIFICATIONS GS-12: Do you have one year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position? To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in Federal service. Specialized experience includes preparing and reviewing of medical research grant requests; interpreting and implementing grants policies, procedures, and practices; advising and supporting administrative processes within program areas and communicates with a variety of management, staff, and customers.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. No special physical demands although it may involve some walking, standing, bending, or carrying of light items such as binders, books, instructional materials, and thick files. Concentration and sustained performance under prolonged stress is required due to time factors involved and the nature of work. The Specialist has a strong understanding of the requirements for entering research space including research laboratories, clinical research, and animal research unit. No special physical demands are required to perform the work.
