The Tibor Rubin VA Medical Center is looking for one (1) Grants Management Specialist with the Research Department.

Duties

Develops and maintains detailed knowledge of investigators research interests. Identifies, evaluates, and analyzes funding opportunities that align with investigator's field of study. Ensures timely submission of grant proposals. Writes competitive grant proposals in response to Request for Proposals (RFPs), and Requests for Applications (RFAs). Develops a comprehensive grant-writing training program and workshops. Creates tools and templates to support successful proposal development. Develops standards for contracts, including presentation of budget, payment terms, scopes of practice, market research, and general language and contract provisions. Ensures timely submission of grant proposals which include all required components. Works collaboratively with research staff including budget analyst, Non Profit Executive Director, and administrative officer on staffing, space, equipment, and other infrastructure needs. Oversees organizational contract development and management activities. Performs related, clinical, administrative, and operational research to support contract development. Transmits grant applications through eRA Commons. Adheres to rules and regulations administered by funding sources such as Veterans Affairs (VA), National Institute of Health (NIH), Department of Defense (DoD), National Science Foundation (NSF), and other government and private donors. Reviews and oversees the grant approval process for Confidential Disclosure Agreements, Material Transfer Agreements, Data Use Agreements, Cooperative Research and Development Agreements, and other agreements related to contracts and grants. Reports new inventions/intellectual property to VA Central Office. Evaluates grant opportunities and provides direction in proposal writing and editing. Provides strategies for meeting broader impact, data management, and similar requirements. Provides leadership and direction to investigators for grant opportunities by VA funded programs, and other federal, state, and local affiliated non profit corporation, and private agencies. Ensures all required documentation is uploaded to grants.gov and other grant submission platforms. Work Schedule: M-F, 8:00 AM-4:30 PM Compressed/Flexible: Not Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: pre- and post-award grant management, advising investigators on the grants process, and establishing and maintaining essential databases. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
